The CFO advises the Executive Director on matters relating to all fiscal management functions, including strategic planning, enterprise risk management, performance measures, accounting, grants management, contracting, and budgeting.
The successful candidate will manage the Program Directors in the following divisions: Office of Finance; Office of Administration; Office of Grants Management and Procurement. The CFO will ensure effective coordination and oversight within these areas. Additionally, the CFO assumes the responsibility of the agency's Budget Director, overseeing budget formulation and execution. The candidate is responsible for ensuring that policies associated with these areas are regularly updated and operational.
Responsibilities
In this leadership capacity, the CFO is tasked with upholding consistently high standards in financial management practices, fostering effective planning, and enforcing sound budgetary and accounting policies. The incumbent drives the efficient delivery of financial reporting and other financial services, ensuring alignment with the agency's mission and objectives.
As a result, the CFO must exhibit a deep understanding and appreciation of the Commission's role in effectively fulfilling its mission.
Additional responsibilities involve overseeing the agency's acquisition planning in coordination with the contracting division, conducting studies to anticipate unforeseen demands on program funding, facilitating improvements in accounting systems, and developing procedural manuals, methods, and directives. The incumbent reviews financial analysis, audits, and investigations of major program operations, providing technical guidance to management on various organizational plans and decisions requiring financial data analysis and interpretation. They also offer financial perspective in leadership meetings and conferences and offer advice and assistance to program directors in budget request development and related documentation.

Bachelor's or higher degree in Accounting, Finance, or a related field is preferred.

The United States Election Assistance Commission (EAC) was established by the Help America Vote Act of 2002 (HAVA). The agency is charged with developing guidance to meet HAVA requirements, adopting voluntary voting system guidelines, accrediting testing laboratories, certifying voting systems, maintaining the national mail voter registration form, auditing the use of HAVA funds, and serving as a national clearinghouse of information about election administration. Four commissioners, appointed by the president and confirmed by the U.S. Senate, are responsible for setting policy and assuring the mission of the EAC is carried out.
