Duties

Help

Responsible for researching, developing, testing, implementing, maintaining and enhancing various Financial Management Information Systems used within the Financial Management and Comptroller Directorate (VFAR). Performs complex duties and analysis of all assigned FMIS to ensure system meet audit specifications and are effective, efficient, and comply with Generally Accepted Accounting Principles (GAAP) as promulgated by the American Institute of Certified Public Accountants (AICPA), Federal and Defense Regulations, and Air Force Chief of Staff policy. Ensures that internal controls built into FMIS are operating properly. Performs FMIS file reconciliations, validates integrity of data and compliance with GAAP. Conducts tests to identify systems internal control deficiencies and initiates actions to resolve problems. Provides professional accounting assistance to customers and to other financial managers and accountants regarding the systems functions and the application of accounting principles, policies, and procedures. Provides advice to functional managers regarding system capabilities and systems internal controls. Analyzes, evaluates, and applies systems policies and regulations. Develops and writes standard operating procedures for local automated systems. Develops and issues training instructions, provides user training and assistance on assigned FMIS applications. Maintains contact with all levels of customers to include operations and management officials. Participates in activities designed to improve work processes, both internal and external, reduce operating costs, and improve services to customers. Serves as functional project manager to coordinate, guide and consolidate project assignments. Uses project management knowledge to minimize non-value added processes or reduce time/costs. Reviews and assesses system processes to develop project plans that specify all functionally pertinent parameters, to include budgetary constraints. Prepares and executes system test plans to assure all assigned FMIS meet the certification standards set forth by DoD, OMB, GAO, and Treasury. Conducts system analysis throughout process to identify problems and recommend alternative solutions. Continually communicates with management on FMIS project progress, significant issues found and solutions for mitigation. Supervisory duties include planning and evaluating subordinates work performance, interviewing and making selections for appointment, hearing and resolving employee complaints, identifying training and development needs of employees, initiating awards for recognition, finding ways to improve work performance, ensures employees continued adherence to DOD and AFSVC workforce policies and procedures, organizing and coordinating workload of subordinates. Responsible for reporting employee progress, performance, training needs and disciplinary problems to branch chief. Oversees subordinates work to ensure deadlines are met. Ensures subordinates follow safety, security and housekeeping rules. Frequently represents Branch Chief and occasionally represents Division Chief in various meetings on managed FMIS and briefs various levels of management. Performs other duties as assigned.

Qualifying Experience:
Experience with business principles and practices, financial management and accounting and other administrative requirements. Extensive experience with accounting classifications, systems and applicable Air Force instructions, manuals, policies and procedures. Experience to communicate effectively both orally and in writing with personnel at all levels with varying degrees of technical. Must have experience in the use of personal computers and standard business software applications such as Microsoft Excel, Access, PowerPoint and Word.

Knowledge, Skills and Abilities (KSA's):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Bachelor's degree in Accounting or Business management with 24 semester hours in accounting.
  2. Experience in analyzing systems problems and applying sound judgement in assessing practical implications of alternative solutions, to develop financial, cash management and internal control policies and procedures desirable.
  3. Experience working in or with Management Information Systems.
  4. Accounting or financial management/analysis experience.
  5. Experience with project management.
  6. Experience with leading and/or supervising people.
