This position is located in the General Services Administration (GSA), Federal Acquisition Service (FAS), Technology Transformation Services (TTS). 

As a IT Specialist (INFOSEC/PLCYPLN),  Agency Title: Senior Policy Lead, you will serve as the senior digital identity technical subject matter expert to research complex and/or emerging technology patterns to lead various digital identity initiatives.

Help

Digital Identity Guidance, Advice, and Consultation

  • Serves as a senior digital identity technical subject matter expert to Login.gov management on the potential impact of new policies and processes.
  • Represents Login.gov on matters concerning digital identity, technology policies, and directives, to establish, develop, maintain, and cultivate effective strategic and working relationships with key mission partners operating in the digital identity space.
  • Advises and assists Login.gov partners on digital identity risk assessment, selection of appropriate identity assurance levels, fraud risks, and collaborative processes.
  • Develops, briefs, and communicates digital identity policies to Login.gov management

Digital Identity Compliance Verification and Validation

  • Provides leadership on, coordinates, is accountable for, and maintains the program office NIST SP 800-63 Digital Identity Guidelines compliance program.
  • Manages third party audit relationships and trustmark responsibilities.

Committee and Management Representation

  • Serves as a subject matter expert and Login.gov representative to a variety of IT-centric interagency, academic, and industry organizations.
  • Serves as an authority on private sector and federal government governance approaches, models, and business frameworks encompassing digital identity, equity, and transparent processes and activities.

IT Program Policy Development and Analysis

  • Develops and publishes technical policies to support the Login.gov program, including but not limited to digital identity, artificial intelligence, data retention, equity, and user privacy.
  • Provides expert legislative review of draft interpretation of Public Laws, regulations, congressional testimony, NIST special publications, OMB policies, Dept. of Homeland Security Binding Operational Directives, United States Code and the Code of Federal Regulations, Comptroller General and GAO audit decisions, and other legal precedents.

The GS-15salary range starts at $143,736 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 

IT Specialist competency requirements:

Specialized experience requirements: Specialized experience for this role is defined as:

To qualify, you must have one (1) year of specialized experience. Specialized experience is defined as:

  • Experience formulating digital identity policy recommendations and guidance.
  • Experience supporting and advising the strategic and technical implementation of technology policies, guidance,  or framework through cross-functional partnership. 
  • Experience developing executive-level briefings and/or standardized procedures on the interpretation of governing policy.
  • Experience researching sensitive, complex, and/or emerging technology patterns and policy issues such as data privacy. 
  • Experience with the analysis of operational and technical issues and proposing solutions to address the issues.
  • Experience ensuring product compliance with priority policies, guidelines, or technical standards.

  2. Implementing digital identity defense strategies to ensure protection of identity fraud; plan and execute a variety of complex digital identity projects and make authoritative/final decisions.
  3. Integrating security programs and policies across organizations and/or disciplines; and define the scope and level of detail for security plans and policies applicable to the overarching secure identity access management program.
  4. Conducting interpersonal, outreach, and advocacy activities to convey highly complex, deeply technical topics and programs to a broad arrange of stakeholders, including industry and government executives and the public.
  5. Expert knowledge of governing laws, regulations, policies, and methodologies of secure digital identity products, services, and operations sufficient to make decisions and recommendations that can significantly change important public policies and/or programs.
