Help
  • Evaluates and prepares reports with recommended action on business management operations during and after emergency incidents.
  • Provides resolutions to incident related business management problems and issues during incidents.
  • Develops or modifies appropriate business management training material for positions within the organization.
  • Develops and conducts training for fire business management support positions.
  • Analyze results of incident operations and prepares reports with recommended action.
  • Analyzes comparisons of historical and current incident cost data.
  • Conducts reviews of the effectiveness of financial management and other business management practices on incidents within the field office.
  • Provides direction and interpretation of policies, procedures and guidelines to managers and co-workers.
  • Provides expert advice and consultation to fire and field office managers on fire business management activities.

Qualifications

Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

To qualify for the GS-09 grade level, 1 year of credible specialized experience equivalent to the GS-07 is required. Examples of work experience include, but are not limited to: preparing emergency equipment rental agreements; initiating, establishing and maintaining Blanket Purchase Agreements with vendors and purchasing supply acquisitions; coordinating the development and maintenance of service and supply plans; providing advice and consultation to fire officials regarding business management issues and recommending actions to comply with financial and business incident operations, coordinating fire billings to and from other agencies or individuals.

To qualify for the GS-11 grade level, 1 year of credible specialized experience equivalent to the GS-09 is required. Examples include, but are not limited to: 1) Performing duties in support of a variety of business operations, administrative services, work processes, and/or management support programs and functions; 2) gathering information, identifying and analyzing issues and/or participating in activities to improve the effectiveness and efficiency of work operations in support of organizational program objectives; 3) providing direction on administrative policies and procedures; and 4) using automated systems and databases to accomplish work activities, manipulate data and produce reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of Education for Experience:
GS-09: 36 semester hours of progressively higher-level graduate education leading to a master`s degree that is directly related to the work of the position; OR an equivalent combination of specialized experience and education.

GS-11: Ph.D. or equivalent doctoral degree, or 3 years of progressively higher-level graduate education leading to a Ph.D. degree directly related to the knowledge, skills, and abilities necessary to do the work of the position' OR an equivalent combination of specialized experience and education.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
