Duties

Help
  • Manage projects under the Planning Assistance to States program portfolio which includes assisting in overseeing program-related contracts.
  • Assign projects or phases of projects to detailed task force personnel, who act as subject matter specialists in applying knowledge of professional disciplines in addition to advance planning methodologies.
  • Handle complex investigations supporting water resource activity planning, research, and policy analysis.
  • Analyzes budget obligation and expenditure to ensure alignment with project and program goals.
  • Provide problem-solving services to field offices and Government officials, concerning all aspects of water resource management and planning.
  • Publish reports and papers which document the results of studies which benefit the organization and the external community of water resources practitioners and researchers.
  • Provide written recommendations to leadership regarding staff studies and investigations outcomes.

In addition to meeting one or more of the basic requirements above, you must also meet the qualification requirements listed below.

SPECIALIZED EXPERIENCE REQUIREMENT
One year of specialized experience which includes: Perform special studies and research pertaining to planning and developing long-range water resource programs; provide investigation findings on water research programs to leadership on an internal and/or national level; utilizing state-of-the-art methods for projecting and analyzing future US water resource development needs; provide writing regulations and guidance on year budgets and program work plans; and make recommendations based on program analysis findings to meet mission goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13 or above.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-13.
