Qualifications

To be eligible for the Presidential Management Fellows Program, applicants must meet the following
requirements:

1. Presidential Management Fellow candidates from the Class of 2024, and
2. Qualification Requirements:

In order to qualify for the GS-09, you must meet one of the following:

  • Specialized Experience: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Assisting with the routine studies of an organization's policies, procedures, work processes, or methods to improve management or administrative operations; and 2) Assisting senior staff with the development of routine policies, guidelines, instructions or procedures. - OR -
  • Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 grade level by possessing a Master's Degree or equivalent graduate degree or at least 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. - OR -
  • Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the GS-09 grade level. Therefore, only education in excess of one full year of graduate level education may be used to combine education and experience.
In order to qualify for the GS-11, you must meet one of the following:
  • Specialized Experience: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-09 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Reviewing, analyzing, developing, or evaluating public service programs such as health or human services; and 2) preparing written documents such as records, reports, correspondence, or presentations for leadership or senior staff.
    - OR -
  • Substitution of Education for Experience: You may substitute education for specialized experience at the GS-11 grade level by possessing a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position to be filled. - OR -
  • Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the GS-09 grade level. Therefore, only education in excess of one full year of graduate level education may be used to combine education and experience.

NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. If this information cannot be obtained from your transcript we will consider 18 semester/27 quarter hours to be equal to one year of full-time study.

Workplace Flexibility at CMS: This position has a regular and recurring reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate in telework combined with alternative work schedules at the manager's discretion. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.

Salary Range by Grade:
GS-9 - $68,405- $88,296
GS-11 - $82,764 - $107,590

PROGRAM COMPLETION AND CONVERSION: Program participants MAY be converted, without a break in service, to a term, career or career conditional appointment upon completion of program requirements. The position to which converted MAY have a full-performance level up to a GS-12. To be eligible for conversion, Presidential Management Fellow must meet all of the following:
- Citizenship requirement
- Complete two continuous years of work experience acquired through a Presidential Management Fellows
(PMF) Program
- Meet qualification standards for the position to which the Presidential Management Fellow will be converted
- Any agency-specific requirements specified in the Participant's Agreement
- Demonstrate successful job performance that results in a rating of record of at least fully successful and a recommendation for conversion by the first level supervisor.

Additional selections may be made from this announcement for similar positions within CMS in the same geographical location. For Central Office vacancies, the "same geographical location" includes Baltimore, Maryland; Bethesda, Maryland; and Washington, D.C.
