Duties

Help
  • Provides technical assistance to contractors and to DCMA personnel on transportation matters.
  • Performs surveillance over contractor traffic management plans, procedures, and operations
  • Monitors freight rate operation and resolves problems involving contractors, Government contract management personnel, commercial carriers, and other Federal agencies.
  • Coordinates customer complaints of poor carrier performance with carrier representative and Transportation staff.
  • Recommends actions to suspend or remove from service carriers that fail to perform satisfactorily.
  • Makes final approval of shipment charges for carrier payment through Syncada (banking system) after Post-Audits of Bill of Ladings (BOLs).
  • Develops and evaluates transportation requirements.
  • Utilizes transportation regulations and DCMA policy for specific geographic areas of international shipments, Foreign Military Sales (FMS), Hazardous Materials (HAZMAT) and shipments requiring protective services.

Qualifications

To qualify for a Traffic Management Specialist, your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-07 level, applicants must possess one year of specialized experience equivalent to the GS-05 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • GS-07: Identifies transportation operations. Defines requirements for use of automated systems. Arranges shipments to be routed. Utilizes various web-based programs to move and monitor freight.
  • GS-09: Monitors transportation operations. Maintains requirements in automated systems. Reviews contract format and terminology. Utilizes various web-based programs to move and monitor freight. Evaluate freight transportation and traffic management.
B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must:
  • GS-07: Possess full year of graduate level education or superior academic achievement.
  • GS-09: Possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.
C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-07 and GS-09, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-07 and GS-09.

Education

If the position has a minimum education requirement and/or you are using education to qualify in lieu of specialized experience, you MUST provide transcripts (unofficial are acceptable at the time of application) to support your educational claims. The transcripts must include your name, the name of the college or university, class/course list, completed number of credits/hours, and the date degree conferred (if applicable). Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. Licenses must be current at time of application.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

To be Highly-Qualified, the candidates are considered by the Human Resources Office and the selecting official as being highly proficient in all the requirements of the job and can perform effectively in the position almost immediately or with a minimum amount of training and/or orientation. Those that have a cut-off score 97 and above and demonstrate in their resume they possess the competencies to perform effectively.
  • Well-Qualified: The next lower category (Well-Qualified) will be used for those candidates that meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates may require some training but not in all areas. Those that have a cut-off score 80 to 96, and have demonstrated in their resume they possess the competencies to perform proficiently.
  • Qualified: This category will be used for the candidates that only meet the basic requirements and eligibilities. Candidates may require extensive training and/or orientation in order to satisfactorily perform the duties of the position. Those that have a cut-off score 70 to 79 and possess the competencies.
