12 - Upon successful completion of the 2 year PMF program, the employee MAY be eligible for conversion to a career-conditional or career appointment with a full performance level of a GS-12.
Develop and conduct policy and program analyses to identify and understand the needs and preferences of Medicare and Medicaid and the populations they serve.
Research, evaluate, and interpret statute, federal regulations, draft legislation, policy statements, other program guidance, and data to prepare and analyze materials to make effective policy recommendations for program improvements.
Apply statistical, sociological, political science, and/or other social science theories, techniques, and methodologies to interpret health plan-related information.
Conduct studies and quantitative/qualitative analyses to analyze the impact of health care program/system/model using statistical methodologies/techniques.

Qualifications
To be eligible for the Presidential Management Fellows Program, applicants must meet the following requirements:
1. Presidential Management Fellow candidates from the Class of 2024, and
2. Qualification Requirements:
In order to qualify for the GS-09, you must meet one of the following:
Specialized Experience: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-07 grade level in the Federal government, obtained in either the private or public sector, to include: 1) assisting in the preparation of quantitative or qualitative reports and documents; and 2) participating in the implementation or monitoring of program initiatives/studies. - OR -
Substitution of Education for Experience: You may substitute education for specialized experience at the GS-09 grade level by possessing a Master's Degree or equivalent graduate degree or at least 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. - OR -
Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the GS-09 grade level. Therefore, only education in excess of one full year of graduate level education may be used to combine education and experience.

PROGRAM COMPLETION AND CONVERSION: Program participants MAY be converted, without a break in service, to a term, career or career conditional appointment upon completion of program requirements. The position to which converted MAY have a full-performance level up to a GS-12. To be eligible for conversion, Presidential Management Fellow must meet all of the following:
- Citizenship requirement
- Complete two continuous years of work experience acquired through a Presidential Management Fellows(PMF) Program
- Meet qualification standards for the position to which the Presidential Management Fellow will be converted
- Any agency-specific requirements specified in the Participant's Agreement
- Demonstrate successful job performance that results in a rating of record of at least fully successful and a recommendation for conversion by the first level supervisor.
