Help

The Building IT Operations & Support Branch (IDPBA) provides IT Project Management support for building systems projects that depend on the GSA network or require remote connectivity. This includes new Capital Projects, system migrations, and system upgrade projects.

As an IT Project Manager you will perform the following duties.

  • Manages several concurrent specific IT projects and also be able to respond well to high velocity projects by working closely with stakeholders to define project scope/requirements, tasks to be performed, deliverables, and schedules. Analyzes technical and economic feasibility of various IT solutions and the impact of technological change on the IT building systems caused by introduction of increased facilities or new technologies and mitigating any consequences by designing and implementing necessary complex technical solutions, techniques, procedures, and methodologies for their implementation.
  • Serves as an expert in the Information Technology field of Data and Information Management, and serves a key role in challenging assignments, such as planning advanced system projects affecting broad areas of future operations, working closely with client top-agency management, technical client contacts, and contractor contacts.
  • Acts as a Contracting Officer’s Representative (COR) at a COR FAC II or higher level, monitors contractor performance and reviews deliverables. Will also be required to assist with, or provide support with, budget projects, procurement actions, and data requests in connection with appropriate levels of IT hardware and software and services requirements.

The GS-13 salary range starts at $103,409.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. 

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-12 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant ensures that activities, services, or products reflect organizational goals and objectives.
Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
Oral Communication - This skill is generally demonstrated by assignments where the applicant participates or represents the organization or clients at briefings, meetings, or conferences.
Problem Solving - This skill is generally demonstrated by assignments where the applicant evaluates the efficiency or effectiveness of organizational programs, projects, or operations.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience managing or supporting Internet Protocol (IP) based building systems projects for a real estate organization. Experience must include experience evaluating, utilizing and analyzing applications, such as energy metering systems, building monitoring and controls (BMC) systems, physical access controls systems (PACS), etc.; providing security compliance support to determine types of services allowed; and analyzing new and emerging technologies for industrial control integrations.
