Serves as the Director, Office of Planning, Analysis, and Evaluation.

Your major duties and responsibilities include:
  • Direct the operations of an office with approximately 34 staff, including day to day oversight of human resources, budget, performance, and other administrative functions and reporting requirements.
  • Provides leadership in the formulation of HRSA policies, priorities, strategies and plans on a wide range of issues related to Presidential, Department or agency initiatives that focus on specified program management goals and objectives;
  • Directs special studies and/or initiatives to assess/evaluate the performance of HRSA programs as well as the operational effectiveness of program management efforts;
  • Leads efforts to provide technical assistance to Agency programs to help them respond to emerging issues affecting the health care safety net;
  • Provide expert advice on HRSA research components and HRSA Administrator. Supports the Agency research and evaluation efforts relating to program policy and implementation.
  • Oversees HRSA's data governance and analytics work in coordination with program offices.
  • Manage and coordinates study engagements with the Government Accountability Office and the HHS Office of the Inspector General Office of Evaluation and Inspection.
  • Establish organizational management policies and contribute to the Agency-wide program policy development to support public health policy goals; and
  • Participates in the development, implementation and continuous evaluation of key Agency programs and HRSA's strategic plan.

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your five page resume that you possess the five Executive Core Qualifications (ECQs) and Mandatory Technical Qualification(s), listed below.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):

This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following must be evident in your resume.

  1. Substantial experience planning, directing, conducting, and critiquing research, policy analysis, and evaluations relating to public health programs and policies, including an understanding of both quantitative and qualitative analytical techniques.
  2. Demonstrated ability to provide authoritative recommendations and strategies regarding legislation, regulations, and other policy documents having significant implications for the Agency, especially as they relate to Department level initiatives.
  3. Demonstrated expert ability to prepare written and oral presentation materials, including materials containing and/or interpreting complex data, and those that may be considered controversial or subject to significant public scrutiny.
  4. Demonstrated experience analyzing and presenting complex data in support of programmatic objectives.

  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.

  • Veteran's Preference does not apply to the Senior Executive Service.
