Help

You will:

  • Serves as OECA’s lead and primary analyst for implementing Agency, Federal and EPA DEIA initiatives.
  • Identifies and conducts special assignments and projects designed to improve the overall effectiveness of recruiting, outreach, diversity, and inclusion programs.
  • Serves as point of contact on DEIA matters and provides coordination with senior staff in various OECA Offices, EPA Program Offices, Regional Offices, government agencies, and key stakeholders.

If you are selected, you may be required to complete a one-year probationary period if appointed as Competitive Service or a two-year trial period if appointed as Excepted Service.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement.

To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as performing management planning, analytical, evaluative work, and/or developing, and implementing diversity, equity, inclusion, and/or accessibility programmatic policies, procedures or guidance, and/or providing solutions for DEIA program efficiency to management.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:

  • Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of DEIA programs and initiatives.
  • Ability to provide oversight of activities in a new program or a program that is being redefined, where procedures require frequent modification and change in order to incorporate revised theories and techniques.
  • Knowledge of DEIA, EEO, human resource, administrative, environmental protection principles, and procedures.
  • Ability to lead and participate in program studies and analysis to assess performance of OECA’s DEIA activities against planned milestones and objectives, working independently to develop findings and recommendations.
  • Knowledge of DEIA planning, program, management analysis, and government operations to develop strategies, determine operational/programmatic patterns, and the impacts of alternative courses of action.
  • Ability to evaluate and assess both interim and end results of DEIA and other organizational/program activities to determine consistency with OECA, Agency, and Federal policy and operational objectives and chart future courses of action.
  • Ability to develop, implement, and maintain systems and standard operating procedures to assure that new DEIA program-related efforts and initiatives are properly integrated and coordinated.
  • Ability to prepare written reports and brief senior managers on projects and activities, with recommendations and appropriate follow-up activities outlined and tracked.
  • Ability to develop and maintain effective working relationships with key stakeholders and people from varied backgrounds.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Although the Service type indicated in the Overview section is Competitive, you may be appointed as Excepted Service based on your eligibility to be hired under certain appointing authorities.
