Applicants who have graduated within the last 2 years, or will graduate by May 2024, and have completed a qualifying degree or certificate from a qualifying educational institution. Duties

Help

-Identifies, gathers, and analyzes a range of financial information pertaining to FDIC-insured commercial banks and thrifts, asset resolution strategies, financial market benchmarks and industry trends.

-Performs basic analysis to assist in determining techniques for data-driven analytical software to programmatically prepare, clean, and augment imperfect data for business analytics.

-Conducts analysis supporting research; prepares preliminary write-ups of findings; locates and collects relevant data to analyze a specified problem; and updates databases for data visualizations, financial modeling and data analytic initiatives concerning existing and emerging risks.

-Prepares a study plan to enhance the knowledge base of the Modeling & Analytics team and contributes to division-wide initiatives.

-Prepares preliminary report findings, recommendations, and presentations.

The applicants selected will be offered a position in the FDIC Pathways Recent Graduates Program, on an excepted service appointment. Program and conversion requirements will be identified in the FDIC Pathways Recent Graduates Program Participant Agreement. After successful completion of all the program requirements and based on the FDIC's budget and needs, recent graduates may be non-competitively converted to a term or permanent position in the competitive service. This is a career ladder position as a Data Scientist with full performance level of CG-1560-12. However, service in the FDIC Pathways Recent Graduates Program confers no right to further employment in the competitive or excepted service.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirements:

1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

- OR -

2. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

In addition to meeting the Basic Requirements above, applicants may qualify at the CG-07 level by one of the following:

Experience: One year of specialized experience equivalent to at least the 5-grade level or above in the Federal service. Specialized experience is experience preparing reports, design tables and charts of mathematical and data modeling theories in support of financial modeling needs.

Education: Completion of 1 full year of graduate level education, or eligibility under the Superior Academic Achievement (SAA) with completion of a bachelor's degree. If utilizing SAA, you must submit your transcripts or proof of your national honor society membership.

In addition to meeting the Basic Requirements above, applicants may qualify at the CG-09 level by one of the following:

Experience: One year of specialized experience equivalent to at least the 7-grade level or above in the Federal service. Specialized experience is experience supporting financial modeling needs; identifying and evaluating data modeling theories and analytics; researching and collecting financial data; and utilizing computer programming skills such as Python, R, VBA and other statistical tools to manipulate various economic scenarios.

Education: Applicants must possess a master's or equivalent graduate degree, or 2 full years of progressively higher level education leading to such a degree, or LL.B. or J.D., if related. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combinations of education and experience: A combination of graduate level education and specialized experience as described above that together meet the qualification requirements for this position.

Additional information

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 26.91% to a high of 33.41%. Selectee(s) for this position will be required to report to their duty station office at least 1 day per pay period beginning January 2, 2024, and at their supervisor’s direction to support mission and project needs. In person reporting requirements are expected to increase in July 2024.
