You must perform the following Major Duties utilizing expert level skill, mastery knowledge and significant IT experience:

GS-15:

Supervisory/Managerial Organizational Leadership

  • Directs and manages the work of the division, including subordinate supervisors. Organizes and plans staff work assignments; develops work plans for approved goals and objectives; ensures implementation of goals and objectives; and determines optimal approaches and solutions for long range program needs.
  • Communicates plans and broad work assignments to staff. Develops performance standards. Adjusts staffing levels. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Improves work methods and procedures to accommodate resource allocation decisions made at higher echelons. Decides the methodologies to use in achieving work goals and objectives and determining other management strategies.
  • Recommends position structures and interviews, selects, and trains employees. Appraises and recognizes performance of employees, ensuring reasonable equity of performance standards established by subordinate supervisors. Addresses work-related problems, counsels employees, and initiates disciplinary actions when necessary.

IT Program Management Expertise and Strategic Leadership

  • Develops, implements, and ensures compliance with plans, policies, and security and other standards within the division. Provides leadership, coordination, communication, integration, and accountability for the overall success of the IT program, ensuring alignment with critical agency priorities. Responsible for program, organization, system, and enclave level information security, cybersecurity, and information assurance.
  • Serves as an authoritative consultant to senior/executive level management at customer agencies and provides expert advice to explore innovative approaches on a diverse range of highly technical and complex software, information security, product, service, and platform issues as well as more widespread issues affecting customer agencies’ missions.
  • Serves as a senior IT expert in the areas of policy, planning, cloud-based software and computing, information security, and program product development. Coordinates cloud security activities within the organization and the agency and program stakeholders (e.g., Office of Management and Budget (OMB), the FedRAMP Board).
  • Serves as an authoritative consultant to senior/executive level management at customer agencies and provides expert advice to explore innovative approaches on a diverse range of highly technical and complex software, information security, product, and cloud infrastructure issues as well as more widespread issues affecting customer agencies' missions.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.   • Serve a one year supervisory or managerial probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level).  
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Serve a one year probationary period, if required.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Any applicant tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Appointment to the position will be contingent upon a negative drug test result.

The GS-15 step 1 salary range starts at $143,736 per year.

QUALIFICATIONS

BASIC REQUIREMENTS: Have IT-related experience demonstrating EACH of the four competencies listed below:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).

Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.

Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.

Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

GS-15 level specialized experience requirements: In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is defined as managing one or more major multi-year IT and/or related initiatives that is carried out through multiple related IT projects in leading, developing and coordinating processes and plans to accomplish program objectives. Experience must include:

  • Developing or leading the development of cloud-based infrastructure and software in commercial or government cloud environments. 
  • Implementing or leading the implementation of information security design and architecture principles. 
  • Working with information security compliance frameworks, such as FedRAMP, FISMA, SOC2, PCI, ISO 27001, or other relevant frameworks used in the public or private sector.
  • Building coalitions across distinct stakeholder groups, such as customers, partners, and oversight or governance bodies.
