Help

Serves as a supply technician with a principle focus on administrative and facilities management and technical support activities related to the specialties of motor vehicle (automobiles, heavy equipment, trucks, and vessel, etc.) fleet management, supply management, property and real property management, communications management, as well as associated functions for various sites of the Klamath Basin Area Office (KBAO).

-Performs review of existing and proposed regulations and directives to ensure conformance to current or long standing KBAO practices related to fleet, supply, real property, and communication equipment management, determine and provide necessary clarification, avoid duplication, or conflict with other issuances, and recommend appropriate corrective actions.
-Records receipt and acceptance of goods and services in the Financial and Business Management System (FBMS). Reviews invoices and approves or rejects payment.
-Receives goods and services for the KBAO and enters the Goods Receipt and Service Entry Sheet (GR/SES) transactions in FBMS.
-Receives and tracks all expendable, non-expendable and capitalized real property for the KBAO.
-Purchase supply items in accordance with Government Purchase Card Program requirements and applicable federal and agency regulations.
-Participates in acquisition process actions including building PR packages for supplies, services, and performs contract management as a Contracting Officer's Representative (COR).
-Receives and tracks all expendable, non-expendable, and capitalized (non-real estate) property for the KBAO.
-Ensures property and/or services are received, and GR/SES transactions are processed for payment within order/contract description and condition and in accordance with the Prompt Payment Act.
-Maintains approximately 40-unit vehicles (automobiles, heavy equipment, trucks, and vessel, etc.) fleet for the KBAO by assignment of vehicles according to local policy.
-Performs fleet card reallocations to a work order, enters purchase requests, enters GR/SES in FBMS, and creates and changes fleet work orders for the office.
-Performs bi-annual physical inventories of capitalized property and inputs property data into FBMS.
-Provides for the control, receipt, issue, storage, inventory, and disposal of warehoused items ensuring the status of each item (issues, receipts, and purchase requests) is annotated in the applicable automated system.

You must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on government and public roads. Failure to maintain a valid State Driver's License at all times will result in removal from the position.
You will be required to obtain a successful pre-employment physical examination by a licensed physician certifying your ability to perform the duties of this position. A physical exam may not be required if a comparable agency approved examination was performed within the last 12 months. The cost of the exam will be reimbursed by the agency.
Required to frequently lift, carry, and handle items weighing up to 50 pounds.
Travel is required approximately 5% of the time.
Must possess or be able to obtain forklift operator license.
Must obtain and maintain eligibility as a Government Purchase Card Holder.
Must obtain and maintain a Contracting Officer's Representative (COR) certification.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-06 level in federal service having demonstrated experience which includes 1) utilizing computer based programs and Web based systems to maintain, report, and inventory property; 2) receiving, storing, and distributing supplies and materials for the organization; 3) maintaining physical and computerized movable property inventory systems; 4) conducting extensive fact gathering and analysis of information and apply results to the various programs associated with warehousing and property management; 5) conducting detailed searches for required supply information.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 05/06/2024.

This position does not allow substituting education for experience.

You may be required to serve an initial probationary period. Current, permanent Federal employees who are selected from this announcement may be required to serve a probationary period.
