Summary

As a Supervisory Program Manager, you will provide leadership, expert assistance, and authoritative advice on strategic initiatives and consultation pertaining to designated program areas.

Location of position: GSA-Federal Acquisition Service (FAS)-Office of Professional Services and Human Capital Categories (PSHC)-This is a virtual/full-time remote position.

This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC), Office of Program Operations. The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts. Major duties include, but are not limited to the following:
  • Serves as a Branch Chief to plan and execute specialized programs, on a diverse range of issues related to GSA/FAS/PSHC offerings, demonstrates resourcefulness and discretion in creating business approaches to provide consultant services that may be sensitive, and have high visibility and/or are extremely difficult in nature by using FAS's programs, services, and products as well as seasoned business, acquisition, Federal Acquisition Regulations (FAR), and industry knowledge to recommend solutions to customer agencies that will meet their specific requirements.
  • Serves as a key liaison and engages with appropriate internal and external stakeholders by acting as a change agent to encourage and drive specialized program goals, principles and practices throughout FAS and Government-wide.
  • Furnishes significant information to top management officials at the headquarters and/or portfolio level who regularly seek their expertise on issues often of strategic importance to mission-essential goals or programs and provides leadership, expert assistance and authoritative advice on interpretation of governing agency guidelines, policies, legislation, and regulations in the designated program area.
  • Provides critical analysis of pressing issues and required policy recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of the ongoing and/or new program issues.
  • Reviews assigned employees work in progress and upon completion to determine the quality and quantity of work produced by each employee, assesses employee performance and prepares formal evaluations, informs and instructs employees on technical and administrative matters, and answers technical contracting questions and solves technical problems presented by workers.

The GS-14 salary range will depend on the duty location of the selectee.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience defined as demonstrating expertise in acquisition and project management that includes responsibility for managing projects and/or programs, and serving as a technical authority in the procurement and execution of professional services based on acquisition regulations. Such experience must include:

  • Providing technical advice, developing policy and/or guidance; 
  • Applying qualitative and qualitative analysis to assess and develop strategic project planning in areas such as category management, demand management, customer relationship management, and acquisition planning.

  • Expert knowledge of FAS's programs, services, and products as well as seasoned business, acquisition, Federal Acquisition Regulations (FAR) and industry knowledge to recommend solutions to customer agencies that will meet their specific requirements.
  • Skill in collaborating across boundaries to build strategic relationships and achieve common goals and to resolve sensitive issues.
  • Expert knowledge of the occupational area of specialization, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.
  • Ability to analyze, interpret and communicate complex ideas orally and in writing in order to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
  • Ability to supervise, manage, and lead a subordinate staff to successfully meet program goals and work effectively with a diverse team.
