Duties

Help
  • Manage the NIAAA Fishers Lane Animal Center (FLAC).
  • Perform oversight and leadership of scientific and administrative reviews.
  • Serve as lead scientific and technical consultant and an advisor to the Scientific Director and investigators regarding laboratory animal care and use.
  • Represent the institute as a member of NIH Committees and national organizations relating to laboratory animal care and use and maintains contacts and participation with eminent scientists in broad areas of expertise relating to institute goals.
  • Facilitate animal acquisition for use on IACUC approved protocols.
  • Write, review and revise ACUC policies, SOPs, and handbooks to include rodent survival surgery, breeding, chemical and biological hazards, and anesthesia.
  • Advise the scientific research staff on surgical and pre- and post-operative animal care.
  • Direct work so that it remains focused on research goals. Coordinates with higher level management for needed resources.
  • Serve as the Contract Office Representative and/or oversee the NIAAA Animal Support Contract
  • Provide guidance and training to laboratory staff on OLAS animal facility policies and procedures.
  • Work with investigators on protocol and procedural development.

Qualifications

EDUCATION REQUIREMENT

Successfully completed the requirements for a Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA);
OR
Successfully graduated from a foreign veterinary medical school that is not accredited by the AVMA Council on Education. AND have been certified by the Educational Commission for Foreign Veterinary Graduates (ECFVG). AND have passed the Test of English as a Foreign Language (TOEFL), the Test of Spoken English (TSE) and the Test of Written English (TWE) OR have passed the International English Language Test System (IELTS) or the Canadian Academic English Language Assessment (CAEL);
OR
Successfully graduated from a foreign veterinary medical school that is not accredited by the AVMA Council on Education. AND have a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT). AND have passed the Test of English as a Foreign Language (TOEFL), the Test of Spoken English (TSE) and the Test of Written English (TWE) OR have passed the International English Language Test System (IELTS) or the Canadian Academic English Language Assessment (CAEL);
OR
Successfully graduated from a foreign veterinary medical school that is not accredited by the AVMA Council on Education. AND have proof that my education is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. This equivalency is established by an AVMA-accredited veterinary medical school or college that has accepted my final transcript at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program). AND have passed the Test of English as a Foreign Language (TOEFL), the Test of Spoken English (TSE) and the Test of Written English (TWE) OR have passed the International English Language Test System (IELTS) or the Canadian Academic English Language Assessment (CAEL).

ADDITIONAL QUALIFICATION REQUIREMENTS
You must demonstrate in your resume at least one (1) year of specialized experience equivalent to the GS-14 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: (1)Provide guidance on a veterinary medical program and animal health standards and criteria, (2) Work with the Institutional Animal Care and Use Committee (IACUC) on preparation of documents and correspondence, and in collaboration with the IACUC Chair, acts as a liaison with the regulatory and accrediting agencies (e.g., OLAW, USDA, AAALAC), (3) Develop Standard Operating Procedures (SOPs) for animal husbandry, clinical veterinary procedures, and veterinary pathology services, (4) Perform veterinary medical diagnostic, surgical and/or treatment services for one or more species of rodents in a laboratory environment prior to and during research utilization, (5) Oversee all operational and financial aspects of the branch such as: animal imports/exports and the rodent health surveillance program and the budget.
