As an IT Specialist (PLCYPLN), you will serve on the staff of the managing office as a senior program manager and is responsible for the management, planning, coordination, and successful execution of IT management activities undertaken by the Office. You will also,

  • Support managing future and existing GSA awarded Multiple Award/Indefinite Delivery Indefinite Quantity (MA/IDIQ) Information Technology (IT) contracts in developing the operational framework for managing organization business processes and internal management controls.
  • Work with teams in assessing the feasibility, and Demonstrates management expertise in planning, research, evaluation, development and coordination of programs, systems, and business processes. managing the implementation of emerging technologies and services within the Federal community and in providing cost benefit analysis of technology solutions to address customer needs.
  • Establish methods and procedures to assess and track contractor effectiveness in compliance with contractual requirements and program objectives.
  • Coordinate discussions internally with key agency decision makers to facilitate an optimum solution.
  • Review and comment on GSA and other applicable federal directives and guidelines in order to present impact assessments and/or implementation recommendations.

The GS-14 salary will be based upon duty location after selection.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service and meet IT SPECIALIST COMPETENCY REQUIREMENTS and specialized experience as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.


SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is experience giving authoritative advice on IT Governance, financial analysis, budget, and IT strategy; providing input to the development, monitoring, and implementation of policies; leading projects using agile development practices; maintaining program management and oversight; facilitating business process and operational improvement; analyzing legacy IT systems, providing recommendations, and ensuring recommended solutions protect IT assets.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Mastery of knowledge of state-of-the-art business concepts, principles, and practices (both in government and industry) to analyze business requirements, assess project feasibility, define current and future business environments, manage IT investment portfolios and to serve as the manager of initiatives for major enterprises/systems projects from the preliminary planning phase throughout the entire project life cycle.
  • Skill in oral communication to make formal and informal presentations to higher level management; establish and maintain productive contacts with Government, academic communities, professional groups and private industry to represent government-wide acquisition, communicate with current and potential clients to effectively define and describe FAS services and capabilities, and to rapidly develop an understanding of clients’ needs and to address them.
  • Mastery of knowledge of current information system technology and awareness of emerging technology and their applications to business processes and applications and implementation of information systems to develop, implement, and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish framework of the management of all IT programs.
  • Mastery of knowledge of policy and planning concepts and practices, project methodologies, and advanced applications tools and technologies to provide advice on and devise solutions to a wide range of complex IT problems and issues.
  • Mastery of knowledge of project management techniques, best practices and standards (e.g. OPM III, CMM, etc.) to translate those processes into a government reimbursable organization.
  • Skill in written communication to formulate policies and procedures and to prepare clear, concise statements of work, reports, project plans, technical analyses, etc.
