As a Supervisory Transportation Specialist, you will:

  • Provide the Executive Branch, DOT, Congress, and the public with current expertise to address the safety of automated transportation technologies, proposed or in testing. Review, assess, and validate highly automated systems to seek and ensure their safety.
  • Oversee technical evaluations of industry-developed voluntary consensus and consortia standards; assessment work, including technical research and analysis; and validation functions, including the development and validation of tests and test procedures.
  • Provide technical support and leadership to address emerging issues and novel technologies in collaboration with DOT agency partners including the National Highway Traffic Safety Administration, the Federal Aviation Administration, the Federal Highway Administration and others.
  • Possess public understanding and confidence in automated transportation systems functions and capabilities.
  • Be responsible for building an integrated workforce composed of DOT employees, including direct hires and detailees from DOT OAs, and detailees from other Federal agencies, who can review and analyze complex transportation-based systems.

The ideal candidate for this position is a seasoned professional with experience managing technical and management processes focused on ensuring that automated technologies in transportation are safe and work as intended.

CONDITIONS OF EMPLOYMENT:

  • GOVERNMENT TRAVEL CARD: Travel will vary by position. If the position requires travel, a government contractor-issued travel card will be issued and must be retained for official business only.
  • FINANCIAL DISCLOSURE: Varies by position.  If applicable,  the applicant selected is required to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Varies by position and is determined by the hiring agency.  If selected, a one-year or two-year probationary period may be required.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Analyzing technical and programmatic information, such as the consistency of standards, ratings, and terminology across modes of transportation and the public understanding and confidence in automated transportation systems functions and capabilities; preparing briefing papers, agency directives and regulations.
  • Experience with transportation safety program activities, laws, regulations, or standards as a regular and recurring part of your employment.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Safety Engineering - Knowledge of the concepts, principles, theories, and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes.
  2. Transportation Engineering - Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
