Duties

Help
  • Uses full range of recruitment flexibilities such as veteran's authorities, direct hire, and agency or bureau specific authorities.
  • Conducts or assists managers in conducting job analysis on a wide variety of complex positions by analyzing the knowledge, skills, and abilities (KSAs) required to perform stated work requirements.
  • Creates complex vacancy announcements for Merit Promotion and Delegated Examining and CTAP/ICTAP.
  • Knowledge of HR concepts, principles, and practices related to identifying, attracting, and selecting individuals and placing them into positions to address changing organizational needs.
  • Performs a full range of compensation duties for the supported organization(s). Interprets regulations, policies, and directives, and uses good judgment to provide accurate pay setting guidance.
  • Advises management, employees, and union officials across organization on work schedules and hours of work requirements and flexibilities including alternative work schedules; premium pay entitlements; law enforcement and other special pay.
  • Knowledge of compensation concepts, principles, and practices, including pay and leave administration and compensation flexibilities.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level. Specialized experience is defined as: Providing advice to managers, supervisors and employees in difficult and complex recruitment and placement actions; providing consultation on requirements/eligibility for special hiring authorities; announcing vacancies through a merit promotion program and delegated examining authority; using different automated personnel and payroll systems; determining rates of pay including but not limited to: highest previous rate, special salary rates, retained grade, pay schedule changes and the use of pay incentives; and researching and writing explanations or responses to inquiries on staffing and pay compensation questions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

In order to be considered for this position, you must complete all required steps in the process. These assessments measure the critical competencies listed above that are required to successfully perform the job.

In the evaluation process, due weight will be given to job related experience, education, training, incentive awards and performance appraisals. Applicants must have a performance rating of at least the equivalent of fully successful to be eligible for promotion or placement.
