Duties

Help

  • Serves as the Los Angeles Air Force Base and SMC Freedom oflnformation Act (FOIA) and Privacy Act program manager. Serves as the installation's Principal Advisor on all matters relating to the review and release of FOIA information.
  • Analyzes and evaluates FOIA and PA requests for Los Angeles Air Force Base and SMC organizations. Incumbent is the sole expert for FOIA matters and ensure policies are strictly adhered to by providing guidance and information, to influence organizational change as deemed necessary to implement the program.
  • Develop and maintain FOIA website and conduct training for installation. Establishes and maintains a FOlA website on the installation public webpage and makes frequently requested records available through links from site, with a link to the Air Force FOIA website.
  • Prepares and analyzes manpower/administrative cost reports required by DoDR 5400.7/AF Supplement and DoDR 5400.11/AFI 33-332. Analyzes systems and reporting methods to assure compliance with Air Force, DoD, and 0MB guidance.
  • Perform final edit and review of all publications and forms processed by the office. Provides Pubs/Forms management support and services to SMC and 61 st ABG organizations. Receives, analyzes and processes Privacy Act/Personally Identifiable Information (PD) breaches and Civil Liberties Complaints (CL). Provides program support, assessment, and consultation services for Air Force records. Assists organizations with PA and CL complaints and/or reporting breaches of PIT.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of the Freedom of Information Act (5 U.S.C. 552) and Privacy Act (5 U.S.C. 552a), Publications/Forms, Civil Liberties (Section 803 of Public Law 110-53 - Privacy and Civil Liberties Officers and Defense Privacy), interpretation of policies and procedures so as to be able to evaluate requests and analyze data to be released and/or withheld. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues and problems regarding the Freedom of Information Act, Publications and Forms, Civil Liberties, and Privacy Act program. Ability to present recommendations and conclusions based on analysis and evaluation in such form and manner that are most useful to operating and management officials.

OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of SMC, 61st Air Base Group and 61st Communications Squadron organizational structure, operations, programs and functions so as to be able to evaluate and assign FOIA and PA requests.

2. Thorough knowledge of Freedom of Information Act, 5 U.S.C. 552, as this Act has been interpreted by the courts, and/or Air Force Directives, Instructions, and orders implementing the Act, and ability to interpret, adapt, analyze and extrapolate to arrive a finding or decide on a particular course of action.

3. Thorough knowledge of DoD FOIA, PA, Forms/Pubs and CL policy and related DoD regulations, directives, to include the requirements set forth in Records Disposition Schedules and Information Security Program Regulations.

4. Skill in oral and written communications to prepare written reports, supplemental instructions, or to write and present briefings/training. Ability to provide guidance, interpret and apply a variety of regulations and laws.

5. Ability to plan, organize work and meet deadlines. Ability to recognize and analyze problems, conducts research, summarize results, and make appropriate recommendations.

6. Ability to maintain good work relations, and to meet and deal with a wide variety of Government and nongovernmental personnel using a high degree of tact and diplomacy. Knowledge of software specifically developed for the creation and development of FOIA and AF Publications/Forms.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
