Help
  • Serves as a Deputy to the Executive Director. The Executive Director position is classified as a Senior Executive Service (SES).
  • Serves as an expert technical consultant and advisor to the Executive Director.
  • Provides management and oversight of all operational functions for the command.
  • Responsible for providing direction and guidance through subordinate supervisors engaged in managing, directing, coordinating, and controlling all aspects related to the contracting of major defense acquisition programs.
  • Represents the Director in the planning and development of management program objectives and in the resolution of major problems involving Department of the Army (DA), Congress, and other executive agencies.
  • Recommends policies and procedures to meet overall program requirements and alleviate major problem areas in any of the operations, or in relation to ACC’s mission and requirements.
  • Serves as a technical authority in meetings and conferences with key military and civilian personnel of other Commands at all levels, to coordinate ACC operations on behalf of the Executive Director.

  • The position is SPECIAL-SENSITIVE (SS)/HIGH RISK requiring a Top-Secret security clearance or the incumbent must be able to obtain and maintain a Top-Secret clearance.
  • This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
  • The duties of this position require occasional temporary duty (TDY) travel of up to 25% of the time.
  • Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
  • This position is Critical Acquisition Position. Incumbent must meet the requirements for CAP. Note: Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) and requests for waivers will no longer be excepted.
  • This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant.

Basic Requirement (IOR) for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Official Transcripts must be submitted with conferred date.)OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below:

Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1) Conducting conferences in compliance with regulatory and procedural guidelines; 2) Advising senior management on key contracting and procurement issues; 3) Supervising subordinate supervisors and leading an organization; AND 4) Managing and providing oversight of the Organizations personnel and budget segments.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
