The IT Specialist Cloud Engineer (ISCE) position will report to the National Applications Division (NAD) Chief under the Case Management Systems Office (CMSO). The ISCE is part of the team that provides technical leadership in support of CMSO's modernization initiatives in cloud computing and automation, with a focus on the design of products/systems and services that run on cloud platforms. The ISCE role serves as a middle to Senior level IT specialist with the skills and knowledge to ensure an organization's cloud systems are up to date, run smoothly with minimal downtime, and meet the operational needs of the organization. The ISCE will be responsible for ensuring that critical applications are designed and optimized for high availability and disaster recovery. The incumbent must have technical knowledge of networks, data storage, and security measures to develop and reinforce cloud computing solutions and work well with many professionals like IT Technicians who develop and maintain hardware and software across the AO's network and cloud computing infrastructure.

The duties of the position may include, but are not limited to:

  1. Demonstrating knowledge of cloud architecture and implementation features (OS, multi-tenancy, virtualization, orchestration, elastic scalability), DevOps tool chains and processes, and cloud to end architecture, including and CSP providers, networking, provisioning and management.
  2. Demonstrating leadership ability to back decisions with research and the "why", and articulate several options, the pros and cons for each, and a recommendation.
  3. Maintaining overall industry knowledge on latest trends, technology, etc.
  4. Developing solutions architecture and evaluate architectural alternatives for private, public and hybrid cloud models, including IaaS, PaaS, and other cloud services.
  5. Contributing to DevOps development activities and complex development tasks.
  6. Defining optimal design patterns and solutions for high availability and disaster recovery for applications.
  7. Working with other enterprise, cloud, data, and solution architects in the design of a new cloud-based enterprise compute platform for a critical system at the Judiciary.
  8. Analyzing, recommending, and implementing requirements, principles, and designing models that satisfy the needs of the various system components.
  9. Leading the analysis of the current system platform migration strategy to a cloud architecture, understanding weaknesses of the current system, and motivated to utilize patterns which avoid these deficits in the future.
  10. Collaborating with technical and business subject matter experts and other architects to develop the appropriate technology architecture that enables the optimal use of current system requirements and anticipates future needs.
  11. Working with other architects within this team, and across the Judiciary, develop best practices, methods, and standards needed to run a world-class cloud system. Driving scope definition, requirements analysis, functional and technical design, application build, product configuration, unit testing, and production deployment.
  12. Ensuring delivered solutions meet/perform to technical and functional/non-functional requirements.
  13. Providing technical expertise and ownership in the diagnosis and resolution of an issue, including the determination and provision of workaround solution or escalation to service owners.
  14. Ensuring delivered solutions are realized in time frame committed; work in conjunction with project sponsors to size and manage scope and risk.
  15. Providing support and technical governance, expertise related to cloud architectures, deployment, and operations.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in performing application architecture related activities in an open-source model leveraging cloud services and defining and enforcing pre-defined architecture and best practices for large-scale, high-volume web-based, and mobile applications.
