Duties

Help

The incumbent plans research cruises on Coast Guard icebreakers, liaisons with embarked scientific parties and the research community at large and provides technical assistance to the ship's crew concerning management of the research facilities on board.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: 

  • Providing Coast Guard scientific expertise across a broad range of scientific disciplines.
  • Remaining current with polar and ocean research developments. 
  • Identifying and soliciting appropriate science support missions for icebreakers, or other cutters of opportunity, as appropriate, and adjusts program based on needs of customers including Coast Guard Research and Development Center and other government agencies (National Science Foundation (NSF), National Oceanic and Atmospheric Administration (NOAA), Naval Research Lab (NRL), Office of Naval Research (ONR), and others).
  • Providing program information to, and interfaces with potential cutter users and stakeholders. Focusing on obtaining and maintaining customers and addressing key needs of stakeholders and decision makers.
  • Planning and managing research cruises in coordination with cutters’ operations officer. 
  • Holding ongoing meetings with scientists and ship personnel, matching needs with capabilities, and where gaps exist originates solutions to meet needs. 
  • Making public and scientific presentations on the Coast Guard research program and writes and presents professional papers at scientific societies, e.g., America Geophysical Union, American Society of Limnology and Oceanography, Marine Technology Society, and others. 
  • Providing technical guidance regarding acquisition, use, and maintenance of scientific equipment, including review of scientific technical specifications of others to ensure they meet program needs. 
  • Identifying additional facility requirements and provide information necessary for the development of resource change proposals that justify new resources, develop sponsor requirements, and review technical specifications developed by the engineering community. 
  • Coordinating training programs and opportunities to meet the needs of cutter’s crew supporting science operations. 
  • Coordinating research activities among the international community, including research and permit requirements in foreign nation's waters.

Work requires travel away from the normal duty station on a regular basis including up to 120 days per year at sea in the polar regions, and travel to conferences and U.S. Coast Guard Pacific Area in Alameda, CA.

Qualifications

Basic Requirements:

  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to the Basic Requirements,

To Qualify for the GS-13 Grade Level: Applicants must have one year of specialized experience equivalent to at least the GS-12 in the Federal service.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of qualifying specialized experience include:

  • Ability to conduct polar and ocean research.
  • Ability to identify science support missions for icebreakers, or other cutters of opportunity. 
  • Coordinating scientific work of shipboard research operations.
  • Coordinating training programs supporting oceanographic deck operations.
  • Conducting research on oceanographic survey vessels, Icebreakers and Artic aircraft.
  • Ability to communicate complex information both verbally and in writing, to audiences that include senior command, regulators, and members of the public.
