Help

The Fleet and Family Support Program (FFSP) is the Navy's primary agency for the delivery of an array of human services intended to enhance the stability and self-sufficiency of individuals and families, resulting in increased operational readiness. Diverse methods of delivering services include providing information and referral, educational instruction and training and clinical counseling. The primary purpose of this position is to provide leadership, management, policy, program and resource management expertise at the installation level. The secondary purpose of the FFSO is to provide clinical services to the eligible installation population. Clinical services are short-term, solution focused on matters pertaining to family dynamics, parent-child interaction, couple's communication, stress reduction and adjustment to military lifestyles.

Primary Duties:

  • Program Management
    • Identifies installation needs and concerns and presents plans, recommendations and assistance to influence readiness and retention issues. Keeps abreast of Department of Defense (DoD), Department of the Navy (DON), CNIC and Commander, Navy Region Korea (CNRK) policies and interprets/articulates their meaning, priorities and intent. Ensures all policies are implemented and CNIC Family Readiness Program standards are successfully achieved and takes corrective action to ensure the FFSO achieves certification within the prescribed time frame.
    • Maintains close and continuous contact with leadership at each echelon and appropriate stakeholder organizations (e.g., Medical; Chaplain; Morale, Welfare and Recreation (MWR); American Red Cross) to leverage programs and services effectively. Keeps the CNRK Family Readiness Regional Program Director (RPD) and installation leadership informed of issues, problems and trends in FFSO services.
    • Responds to complaints or problems identified by clients or staff.
    • Serves on installation committees, boards and councils as the subject matter expert for quality-of-life programs for military personnel.
    • Routinely participates as the command representative in the development of long-range plans for Family Support Programs.
    • Assists commanders in preventing, identifying and addressing family readiness challenges in order to retain unit cohesion, operational and family readiness.
    • Monitors enterprise or locally developed performance metrics and makes recommendations regarding continued use/enhancement/reduction of programs, personnel and materiel and facility footprint.
    • Supports command and regional efforts to maximize cooperation, planning and information sharing including other service branches, federal, state and local government agencies and private sector entities.
    • May represent the command at meetings consisting of stakeholders to discuss, present and/or inform as appropriate.
  • Supervision
    • Directs work to be accomplished by staff and assigns work based on priorities.
    • Conducts annual performance reviews of staff.
    • Participates in section staffing decisions.
    • Ensures staff receives proper training to fulfill requirements of their positions.
    • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective actions as necessary.
    • Supports CNIC's EEO policy; fosters a work environment free of discrimination, harassment, and/or reprisal; ensures all subordinate staff understand and adhere to the policy; and ensures treatment of all staff is fair and equitable.
    • When contractor personnel are present, may be the contractor officer representative who is engaged with reporting performance to the contracting officer.
    • Approves and authorizes leave and timecards.
    • Initiates classification, reclassification, and recruitment actions and tracks all pending personnel actions to ensure timely completion.
  • Resources Management
    • Participates in the development of annual budget and directs use of funding to ensure delivery of programs and services.
    • Manages allotted resources to achieve annual budget plans in accordance with established guidance.
    • Plans, organizes, directs, supervises and evaluates all FFSO programs and services.
    • Establishes internal control mechanisms that support the monitoring of resources and supports program objectives efficiently and effectively.
  • Community Liaison
    • Requests, develops, reviews, disseminates marketing and educational materials to support the mission of the FFSO to include brochures, articles for the installation newspaper and participates in interviews and videos for local news programs.
    • Provides command and community awareness education through briefs, workshops and general military trainings (GMTs) on a variety of topics related to individual resiliency and command readiness.
    • Monitors scheduling/facilitation of FFSO outreach events to enhance knowledge of programs and services available to the community, at a minimum, on a monthly basis.

Qualifications

Candidates must possess a four-year degree or higher from an accredited college or university in behavioral or social science; or related disciplines appropriate to the position or at least four (4) years of appropriate experience demonstrated to represent acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field or an equivalent combination of education and experience.

A qualified candidate possesses the following:

  • Bachelor's degree or higher level education in behavioral, social sciences, education, business/public administration, or related discipline that furnished the applicant with the knowledge and skills required and ability to perform the type of work required for the position.
  • Knowledge of military lifestyles that provides the incumbent with an understanding of the specific demands of military life, such as frequent separations, high stress working environments, and the impact on individuals and families.
  • Familiarity with how complex organizations function, varied missions and lifestyles and the psychological and socio economic factors affecting performance, attitudes and morale of individuals and families within the military community.
  • Federal, state and municipal laws, programs, policies and directives related to family readiness.
  • Knowledge of contemporary social principles, practices, and research methodologies.
  • Knowledge of directives, policies, and programs; specifically, privacy act, confidentiality, FAP, maintenance of records, criminal history background checks, and other administrative program requirements.
  • Ability to supervise.
  • Development, procurement, award and administration of contracts involving both APF and NAF Funds.
  • Social science research methodology, strategies, sampling, techniques and research report preparation. Ability to apply this knowledge in preparing local needs and assessments to meet military and community needs.
  • Organizational development and management techniques required to direct complex, simultaneous programs of the FFSO.
  • Knowledge of and ability to use a personal computer and a variety of software programs to facilitate work assignments.
  • Ability to maintain cooperative and collaborative relationships with law enforcement, medical professionals, and senior personnel from different commands.
  • Ability to function as a member of interdisciplinary teams and participate in case discussions regarding assessment and intervention.
  • Knowledge of case documentation in accordance with Navy guidance.

Additional information

Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

  • Works under direct supervision of the Region Program Director (N91) for daily tasking and accountability; interacts with the regional program managers including CNIC for policy and guidance. Incumbent is tasked in terms of broad administrative goals, directions and objectives. Works independently in planning, executing, assessing and modifying program objectives and resolving issues.
  • Return rights for current employees must be negotiated with the losing command. Candidates not associated with the Department of Defense are ineligible for return rights.
  • Some positions have special requirements.
  • This position does not provide clinical supervision.
  • Selection may be tentative pending the completion of the satisfactory employment reference checks and receipt of proof of education (where applicable).
  • Selectee may be required to complete a one (1) year probationary period.
  • Participation in the Direct Deposit/Electronic Fund Transfer is required. Salary is commensurate with experience and/or education.
  • Selectees initially recruited from the United States or who are already on a Transportation Agreement will be entitled to transportation and moving costs for themselves and their family members. Household goods may be shipped and a housing allowance is paid to cover monthly housing and utility costs.
  • Compensation includes base pay, a Post Allowance which is a non-taxable (federal) allowance based on the Korean Won rate exchange, and a Living Quarters Allowance sufficient to pay for a housing unit within close proximity of the Naval base. You may also ship and/or store your household goods. These and other benefits are available to those personnel hired on an overseas transportation agreement.
