Duties

Help
  • Implements high-level security requirements; integrates security programs across disciplines; participates in the assessment of new systems design methodologies.
  • Performs implementation activities; institutes measure to ensure awareness and compliance; identifies the need for changes based on new security technologies or threats.
  • Reviews and evaluates security policies, proposed new systems, networks and software designs for potential security risks.
  • Develops, implements, and evaluates the security programs of the bureau/office, including the implementation of security programs designed to anticipate, assess, and minimize system vulnerabilities.
  • Coordinates the implementation of security programs across platforms and establishes vulnerability reporting criteria; enforces proper backup procedures for all system and network information.
  • Enforces legal controls that provide protection from unauthorized access, alteration, loss, disclosure, and blocking of information.
  • Coordinates with other DOI staff on the development of information security system and application policies, guidelines, standards, requirements, and procedures.
  • Participates in implementation of systems security policies, guidelines and procedures related to web-based applications, network, and systems designs.
  • Provides advice and instruction to employees and supervisors on security issues and establishes and maintains liaison with internal and external groups working on legal, internal audit, physical security, and other information security matters.

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Information Technology (IT)-related experience demonstrating each of the following competencies:

(1) Attention to Detail - is thorough when performing work and conscientious about attending to detail;

(2) Customer Service - works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;

(3) Oral Communication - expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and

(4) Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the competencies above you must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity. Specialized experience is defined as: Experience demonstrating results in managing Information System Security Officers (ISSOs) delivering enterprise IT services in a complex, high-demand organization; experience leading and collaborating across organizations, customer groups, IT support organizations and stakeholders. Experience in analysis, testing, risk management, implementation, and life cycle management.
Experience in compliance with Federal cybersecurity regulations, policies and standards; and Experience in coordinating with multiple levels of IT services and applying supervision, leadership and team facilitation skills and techniques.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Information Systems Security Certification - Knowledge of the principles, methods, and tools for evaluating information systems security features against a set of specified security requirements. Includes developing security certification and accreditation plans and procedures, documenting deficiencies, reporting corrective actions, and recommending changes to improve the security of information systems.

Information Systems/Network Security - Knowledge of methods, tools, and procedures, including development of information security plans, to prevent information systems vulnerabilities, and provide or restore security of information systems and network services.

Technology Management - Integrates technology into the workplace; develops strategies using new technology to manage and improve program effectiveness; understands the impact of technological changes on the organization.
