This position is located at the Office of Financial Research (OFR). As a Product Manager, you will be responsible for understanding and responding to stakeholder needs and interests and supporting the product strategy and tasks related to a portfolio of data products. The OFR has a broad array of stakeholders with different needs and interests, including Congress, academia, the Financial Stability Oversight Council (FSOC), news media, global regulators, and the public.

Duties

The following are the duties of this position at the OR-53 (GS-13 equivalent). If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

The incumbent:

  • Collaborates with program officials at all levels throughout the OFR to determine requirements, establish the scope of the work, and create schedules for delivery of products. Works closely with other team members, supports project planning efforts by providing resource and schedule estimations, measuring progress and productivity, providing documentation such as the project plan and vision, workflow diagrams, stakeholder requests, or other presentations as needed
  • Uses human centered design research methodology to probe, assess, and evaluate behaviors of targeted groups of people; translate that knowledge into meaningful information to inform and improve products and ensure product or service design is accessible to all populations and people the OFR serves. Develops mechanisms for gathering or using existing quantitative and qualitative data to help internal OFR stakeholders understand their customers; develops insights to inform decision-making, identify and scope problems; and embark on new research areas worth exploring through innovative methods.
  • Works across diverse teams to understand project constraints and goals, facilitate discovery workshops, synthesize user research and data analytics, and design interfaces and interactions; Uses a proficiency in Agile Scrum work processes to immediately execute tasks upon placement in the position. Heavy emphasis is placed on problem-framing, collaboration, identifying trade-offs, and communicating about the impact of different product directions with stakeholders.
  • Works as part of a distributed agile Scrum team, supporting sprint and project planning efforts, provides effort estimates, measure progress and productivity, and contributes to or authors artifacts such as project strategy documents, sprint review presentations, or other presentations as needed.

Key Requirements:

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the OR-53 (GS-13 equivalent): An applicant must have one year of specialized experience equivalent to at least the OR-52 (GS-12 equivalent) level in the Federal service. Specialized experience is experience directly related to the position to be filled which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position. Successful experience can be gained in the Federal service or its equivalent in state or local government or private sector organizations.

Specialized experience for this position includes ALL of the following:

- Experience with digital product management, requirements definition, backlog management, product roadmap development, product lifecycle, and systems engineering lifecycle processes; AND
- Experience supporting cross-functional product teams that combine the efforts of technical (developers, data engineers, economists, and data scientists) and non-technical (graphic designers, budget, operations) personnel to deliver digital products; AND
- Experience building and maintaining multi-level collaborative partnerships. Examples could include relationships with internal and external organizations to ensure the cooperation for competing needs or deadlines; AND
- Experience in support of cross-functional data products throughout the complete product lifecycle using Agile (Scrum or Kanban) implemented in Jira, Confluence, and Insight


Specialized experience for the OR-52 (GS-12 equivalent): An applicant must have one year of specialized experience equivalent to at least the OR-51 (GS-11 equivalent) level in the Federal service. Specialized experience is experience directly related to the position to be filled which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position. Successful experience can be gained in the Federal service or its equivalent in state or local government or private sector organizations.

EDUCATION: You may substitute education for specialized experience as follows:
- a Ph.D. or equivalent doctoral degree; OR
- 3 full years of progressively higher level graduate education leading to such a degree; OR
- a LL.M., if related;

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify with a combination of specialized experience and graduate level education. Only graduate level education in excess of the first 36 semester hours may be used as qualifying when combining education and experience.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.


TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

  • For the OR-53 (GS-13 equivalent), you must have been at the OR-52 (GS-12 equivalent) level for 52 weeks.
  • For the OR-52 (GS-12 equivalent), you must have been at the OR-51 (GS-11 equivalent) level for 52 weeks.
  • For the OR-51 (GS-11 equivalent), you must have been at the OR-42 (GS-09 equivalent) level for 52 weeks.


TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
