Help

The primary duties of the position include, but are not limited to, the following:

  • Serves as the primary administrative point of contact and administrative services advisor for the Interpretation & Education Division at Rocky Mountain National Park.
  • Interacts with managers, supervisors, and staff members on matters related to administrative services by attending meetings and serving on appropriate work teams/groups.
  • Performs a variety of administrative procedures, including payroll timekeeping, travel administration, procurement, purchasing, property management, record keeping, note taking, and document processing.
  • Assists park housing program with data entry and basic check-ins and check-outs.
  • Utilizes computers and accesses computer applications.
  • Recommends budget adjustments including restructuring budget allocations or work plans to deal with changing situations such as changes in labor, Permanent Change of Station (PCS), supplies, services, and changes in the availability of funds.
  • Collects data for the division's operating budget, assists with consolidating material into an annual unit budget; sets up controls to monitor expenses and labor during the year.
You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.

Physical Demands: The work is mostly sedentary. Work requires sitting at a desk, standing, bending, reaching, walking, and lifting.

Work Environment: Work is performed primarily in an office setting but may be performed out in the field.

Duties will be developmental in nature when filled below the full performance level.

Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

To qualify for this position at any grade level, you must meet the following Selective Factor.

SELECTIVE FACTOR: This position performs office and computer work and typing proficiency of at least 40 words per minute is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: Must possess at least one year of specialized experience comparable in difficulty and responsibility to the GS-04 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Support Assistant (OA), and that is typically in or related to the position to be filled. Examples of specialized experience may include: preparing travel documents for other employees; addressing routine phone call or forwarding calls to the appropriate office; preparing letters, memos or other correspondence; updating and maintaining office records; preparing payroll documents and addressing question about leave, timecards or other related payroll topics; or similar admirative work in support of an office. You must provide hours per week worked on your resume.

EDUCATION: Successful completion of a bachelor's degree, or four years of education above high school (120 semester hour or 180 quarter hours) in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. You must provide transcripts.
-OR-
COMBINATION: Equivalent combination of education and specialized experience. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to 1 year of specialized experience. For example, I have six months of the specialized experience described in A above (50% of the experience requirement), and three years of college study from an accredited institution (50% of the qualifying education). You must provide transcripts and hours per week worked on your resume.

To qualify for this position at the GS-06 grade level, you must possess the following minimum qualification by close of the announcement:

Specialized experience is experience which has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of this position. Examples of specialized experience include: type and compose correspondence, memoranda, reports or other documents. Prepare travel authorizations and vouchers using an automated travel system, such as Concur, or similar. Review time and attendance reports for employees and assures reports are correctly entered into QuickTime or similar automated timekeeping system. Purchase supplies, equipment and services utilizing a purchase card, under micro-purchases authorities. Assist with entering personnel actions in an automated personnel system and onboarding new employees. Provide information and assistance to management, the staff and the public. You must provide hours per week worked on your resume.

To qualify for this position at the GS-07 grade level, you must possess the following minimum qualification by close of the announcement:

EXPERIENCE: Must possess at least one year of specialized experience equivalent to at least the GS-06 grade level. Specialized experience is experience which has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of this position. Examples of specialized experience include: consolidate budget data into a unit's annual budget. Monitor expenses during the year and recommend budget adjustment. Enter and track fiscal/ budget data into an automated financial system, such as Administrative Financial System (AFS) and the Financial Business Management System (FBMS), or similar. Type and compose correspondence, memoranda, reports or other documents. Prepare travel authorizations and vouchers using an automated system such a Concur. Serving as a liaison with HR by preparing and enter personnel actions, processing employee paperwork and onboarding new employees. Review time and attendance reports for employees and assures reports are correctly entered into QuickTime or other automated timekeeping system. Purchase supplies, equipment and services utilizing a purchase card, under micro-purchases authorities. Provide information and assistance to management, the staff and the public. You must provide hours per week worked on your resume.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the GS-06 or 07 grade level(s) of this announcement.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.
