This position is located in the Office of the Chief Financial Officer (OCFO), General Services Administration (GSA). The Office is responsible for the oversight and management of all aspects of financial management; leading the Agency toward the understanding and practice of sound financial management in program development and operations and in the stewardship of public resources; developing overall agency policies, guidelines and procedures for budget formulation, budget execution, financial reporting, internal controls, audit management, agency performance management and strategic planning, and financial management systems. The OCFO has approximately 800 staff who oversee GSA’s budget of over $30 billion.

The Deputy Chief Financial Officer (DCFO) serves as the principal advisor to the Chief Financial Officer (CFO), helping the CFO provide leadership and direction to establish vision, strategies, and initiatives for the organization. The DCFO administers guidance and support to ensure the OCFO provides high quality deliverables and services to GSA partners on financial matters, including strategic resource planning, budgeting and forecasting, financial management and operations, accounting, internal controls, audits management and accountability, analytics, and performance management. The position reports directly to the Chief Financial Officer.

As the Deputy Chief Financial Officer you'll; 

  • Serve as the primary advisor to the CFO, providing leadership and management on all matters relating to financial management (including budgeting and accounting), financial systems development and operations, strategic planning, performance measurement, internal controls, risk management, and increasing OCFO contributions across the agency.
  • Lead the design, implementation, and oversight of comprehensive finance transformation initiatives aimed at modernizing financial processes and reporting frameworks to enhance efficiency and transparency across the agency.
  • Ensure that OCFO initiatives adhere to financial management objectives, policies, and deadlines established by external sources such as Congress, OMB, GAO, and Department of the Treasury.
  • Foster the development of an engaged and high performing workforce and facilitates cooperation and teamwork.  Promotes a work environment committed to diversity, equity, inclusion and accessibility (DEIA) and which supports successful hybrid (remote and onsite) work models.
  • Promote the assessment, development, implementation, maintenance and evaluation of internal controls, the provision of information from larger data sets, and financial policy which are consistent with Agency policy, goals and objectives and conform to existing laws, regulations, and Generally Accepted Accounting Principles.
  • Provide leadership for the development of useful financial and program performance standards, measures, and workload indicators for inclusion in financial systems, reports, and statements and in other management information systems.
  • Review current and proposed processes to assure high quality and useful information for management decision-making.

CONDITIONS OF EMPLOYMENT:

  • This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • If tentatively selected, you will be required to submit a Declaration for Federal Employment.
  • Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status.
  • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
  • If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
  • Veteran's preference does not apply to positions in the Senior Executive Service.  
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening.  If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment.  Appointment will be contingent upon your receiving a negative test result.

Qualifications

All applicants must meet the Mandatory Technical and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

Your resume must show possession of the Executive Core Qualifications (ECQs) listed below but must not address the ECQs through separate narrative responses.

You must submit a supplemental statement that separately addresses each of the Mandatory Technical Competencies (MTCs) listed below. Your resume should also corroborate your possession of the MTCs. Your supplemental MTC statement must be restricted to no more than one (1) page per MTC. MANDATORY TECHNICAL COMPETENCIES:

1. Direct knowledge of, and managerial experience, and demonstrated leadership ability in federal budgeting and financial management for a complex federal agency, including: financial accounting and reporting, strategic and business planning and resource or revenue forecasting, and internal management control processes.

2. Extensive experience in developing, implementing, and managing improved solutions that align with and support business financial needs to include: change management, data analytics, and use of emerging technologies to drive finance transformation.

5.  Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
