Summary

The Program Manager is responsible for providing leadership, and guidance for the civil rights and compliance and enforcement program that supports the missions of the Department and OCR.

As a Supervisory Equal Opportunity Specialist, GS-360-15, you will be responsible for:

  • Ensuring civil rights compliance through complaint investigations, proactive compliance activities, and technical assistance.
  • Monitoring agreements and ensuring work products are high quality and legally sound.
  • Supervising and providing expert advice to case resolution teams/staff.
  • Possessing expert and on-going knowledge of current and emerging civil rights issues.
  • Supervising an office of diverse staff consisting of Team Leaders, Attorneys, Equal Opportunity Specialists, and support staff.
  • Establishing and maintaining relationships with OCR principal offices, other program managers, the Department, government agencies, private organizations, elected officials, public, congress, and the media.

TELEWORK ELIGIBILITY:

  • You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location.  

Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-15, if you possess the specialize experience.

Specialized Experience for the GS-15
One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience enforcing civil rights laws, regulations, including theories, principles and practices; policy and the roles of federal and local government as applied to federally funded educational programs.
2. Experience supervising attorneys and investigators in investigating and resolving complaints using sound investigative techniques.
3. Experience implementing organizational management principles and techniques as applied to administrative, budget and personnel matters.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of federal or state civil rights laws.
2. Ability to provide oversight to staff investigating and resolving civil rights complaints.

Education

Education cannot be substituted for experience for this position and grade level.
