Help
  • Provide technical expertise in infectious disease outbreak response and Global Health Security programming for effective preparedness, detection, and response to infectious diseases in alignment with WHO's International Health Regulations.
  • Plan, design, develop, implement, and evaluate response efforts to emerging infectious disease outbreak events to ensure the implementation of effective containment measures to end the outbreak as promptly as possible.
  • Communicate with global organizations and officials to provide expertise and influence strategy for responding to infectious disease outbreaks.
  • Communicate clearly about infectious disease outbreaks to various audiences, including policymakers and emergency response programs, through written and oral reports, briefings, publications, and conferences.
  • Participate in developing strategies for implementing outbreak response programming, major crisis operations programs, and operational functions. Develops detailed plans for implementing them and oversees implementation of the goals.
  • Recommend solutions for infectious disease outbreaks and plan for future global health security programs through collaboration and consensus-building.

Qualifications

Basic Requirements:

Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

In addition to meeting the basic requirement to qualify for this position, you must also meet of the following requirements:

Specialized Experience:

GS-14: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:

  1. Advising on or participating in response to infectious disease outbreaks at the global, regional or national level in low and middle-income countries; AND
  2. Coordinating with a wide range of stakeholders on public health, emergency response, or One Health programs including host country governments or private sector organizations, research organizations, academia, international or local Non-Governmental Organizations (NGOs), civil society, communities, and multilateral organizations working in low or middle-income countries; AND
  3. Working with One Health principles to infectious disease outbreak response-related project design or management in low or middle-income countries; AND
  4. Implementing One Health programming in low or middle-income countries overseas using strategy, policy, and planning techniques.

Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The two-phase assessment process of your application starts with determining whether or not you possess the necessary qualifications, followed by determining if you rate amongst our most qualified applicants. We must emphasize including related experience in the first five pages of your resume; while longer resumes will not be removed from consideration, they will not be given any preferential treatment either. The Subject Matter Expert (SME) reviews this section alone when making their decision regarding an applicant's level of competitiveness.

In the first phase, an SME will review your application against the specialized experience statement for the grade level(s) for which you choose to apply. Only applicants who clearly document experience equivalent to the specialized experience requirements in their resume will move to the second phase. Please note that applicants who copy and paste the specialized experience statements in their resume will be removed from further consideration.

In the second phase, our SME will assess your application against the following competencies to find out which of our three categories (Gold, Silver, or Bronze) you fall into. If considered a Gold category candidate, then you will be referred to an interview panel for further consideration. The competencies are:
