Duties

Help

  • Leads, plans, organizes, manages, and oversees cross-organizational activities that pertain to strategic communications and stakeholder engagement as senior advisor to the Deputy Chief of Staff (DCS) of the Air Force for Strategy, Integration, and Requirements, his/her senior leadership team, as well as to other senior leaders in the Air Force including the CSAF and SECAF.
  • Leads the development and management of strategic communications plans and outreach strategy for A57 and DAF engagements in support of DAF modernization that are internal to the Air Force and Department of Defense, as well as for external key organizations and agencies in federal government, Congress, private industry, and international partners.
  • Plans, organizes, and directs the activities of the A57 Strategic Communications Team, ensuring that the strategic communications function complies with legal and regulatory requirements and meets customer needs.
  • Performs personnel management responsibilities.

  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
  • Extensive military-related work experience (not limited to former military service) involving Air Force, Army, Navy, or Marine Corps staff operations, to include experience in Staff organizations and/or OSD/JS is highly desired.
  • This is a Centrally Managed position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include planning objectives, timing and sequence of key planning events, processes, procedures and source documents of key organizations in the assigned AF/DoD core business area; engaging key internal and external stakeholders with strategic engagement plans, messaging, and outreach that builds support among stakeholders for the Air Force's most significant and difficult change initiatives; organizing workflow, setting priorities, and exercising professional judgment in the development and presentation of recommendations and in directing assigned projects; and identifying issues and problems and to formulating and conducting analyses and presenting recommendations toward the resolution of the issues.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Ability to communicate effectively, both orally and in writing in to internal and external audiences and stakeholders in order to articulate and advocate Air Force positions and skilled in Microsoft Office Suite and Adobe tools in order to effectively produce and edit documents, briefings, etc. in the performance of duties, having aptitude for online digital tools like social media applications, webpage design, and Sharepoint management.
  2. Ability to establish and maintain effective working relationships with a variety of individuals and organizations to include presenting information and decisions in briefings, reports, and other materials in order to build consensus and advocacy on issues important to the Air Force.
  3. Ability to plan and conduct executive level meetings with other Air Force members, Services, Joint Staff, OSD, and foreign military organizations.
  4. Knowledge of internal and external communications practices and principles, traditional, digital, and social media, the Air Force's stakeholder ecosystem, and best practices for engaging stakeholders.
  5. Knowledge of a wide range of qualitative and/or quantitative methods for assessing and improving strategic plans and the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBE process supports them.
  6. Ability to manage, lead, and simultaneously manage multiple projects.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
