Duties

Help

As a member of the Office of the Director of National Intelligence leadership team, promote the IC vision and mission, and implement, lead and guide the DNI's strategic intent for IC wide policies, programs and resources.

Assist the ADNI for S&T in representing DNI S&T positions, priorities and/or perspectives to National policy makers, Congress, OMB and White House staff.

Assist the ADNI for S&T in representing the ODNI at government and IC wide events including meetings at the National Intelligence Science and Technology Committee, National Security Council, White House Office of Science and Technology Policy, and more.

Serve as the Deputy ADNI for S&T assisting in managing the daily operations of the S&T Office. Assist the ADNI for S&T in leading legislatively and policy mandated activities to include formulating a long-term strategy for scientific advances in the field of intelligence, advising on science and technology elements of the budget, and coordinating advances in research and development related to intelligence.

Assist in conducting annual program reviews of NIP S&T activities to assess progress against IC S&T planning objectives and critical intelligence problems.

Assist the ADNI for S&T with the development and implementation of the ODNI IC S&T Strategy, to include the IC strategy for Artificial Intelligence and Machine Learning (i.e. Augmenting Intelligence with Machines [AIM]) and the IC Science and Technology Investment Planning Guidance. Assist in overseeing the IC Postdoctoral Research and IC Fellows programs.

Lead and exemplify the ODNI core values of Commitment, Courage and Collaboration; promote teamwork and accountability; and demonstrate a commitment to diversity and opportunity. Direct and oversee processes and decisions in an ODNI enabling or support function such as policy guidance, information management, financial analysis, operations, R&D, etc

Qualifications

Mandatory Requirements:

Ph.D. or Master's Degree in a Scientific, Engineering, Mathematical, or related Discipline.

Experience working in or with the Intelligence Community and demonstrating a broad knowledge of the IC mission, objectives, policies, and current events within the IC.

Exhibit excellent interpersonal skills, ability to work effectively with senior leaders from inside and outside the USG, to advocate and advance ODNI policy, and to communicate, coordinate, and develop a professional network across the IC.

Expert leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support personal and professional development of all levels of personnel.

Superior ability to meet organizational goals and customer expectations.

Includes the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

Possess superb oral and written communication skills and demonstrated ability to conduct filter and synthesize data, and produce clear, logical, and concise products.

Record of success in building teams, leading change, and working effectively with others in a diverse, complex and evolving environment. Expert ability to plan, manage and complete complex, multi-faceted projects involving government and contractor personnel.

Proven critical thinking skills and the ability to prepare finished assessments of organizational issues and other written products with an emphasis on clear organization, and concise and logical presentation.

Desired Requirements:

Ph.D. in a Scientific, Engineering, or Mathematical Discipline. Ability to bring about strategic change, both within and outside the organization, to meet organizational goals.

Includes the ability to carry out an organizational vision in a continuously changing environment.

Experience building a collaborative community amongst a large and diverse set of stakeholders.
