Duties

Help
  • You will apply your experience with naval ship repair and maintenance programs and projects to develop policy and standards.
  • You will apply analytical and evaluative methods and skill in overseeing the application of program evaluation and measurement techniques to assess compliance with rules and regulations, developing recommendations for policy changes.
  • You will serve as a recognized expert on naval ship conversion, repair, and overhaul operations as well as technical and production planning and execution management.
  • You will provide day-to-day oversight of Expeditionary programs and activities related to operations, training, and support services, including program and managerial responsibilities.
  • You will provide technical supervision for a staff of over 350 military and civilian personnel, carrying out and supporting Equal Opportunity policies.
  • You will perform policy formulation, overall department planning and implementation of programs and budgets relating to command mission and responsibilities and to LCS and DDG-1000 ships.
  • You will develop and direct implementation of department goals as well as establish, revise, or review policies, procedures, mission objectives, and organization design to eliminate work problems or barriers to mission accomplishment.
  • You will task organizational elements to develop positions relative to the impact of proposed changes on manpower, training, materials and resources required, and present the finished product to the command leadership for consideration.
  • You will conduct long-range planning for future support of major activities and events, anticipating and evaluating challenges and finding appropriate solutions.
  • You will analyze the results of reviews, government and contractor technical reports, and determine progress and technical adequacy of projects or programs.
  • You will provide submissions to the planning, programming, or budgeting office for inclusions of dollar requirements of ship repairs.
  • You will take the lead in the execution of complex, politically sensitive, and difficult policy changes, directives, and investigations required to manage the department.
  • You will maintain awareness of command activities with emphasis on technical ship repair and maintenance adequacy as well as cost and schedule performance of all tasks assigned to the department.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You must be willing and able to work onboard ships.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical and evaluative methods to the technical administration and management of naval ship conversion, repair, and overhaul processes and functions.
