Summary

This position is located in the Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD).

This position serves as the Director of Fleet Program Management and is responsible for the Maritime Administration’s three Fleet sites, Ready Reserve Force Safety and Cybersecurity programs, ship disposal program,  and the Ship Manager contract Quality Assurance Program.

Duties

Help

The Director for Fleet Program Management:

  • Is responsible for the acquisition, operations, maintenance, repair, safety and logistics support of Maritime Administration (MARAD) owned or acquired merchant ships, including the maintenance, inspection, custody, reactivation and disposal programs of the National Defense Reserve Fleet (NDRF)
  • Plans, directs, and coordinates the development and execution of critical marine engineering programs in order to: prevent or avoid duplication of effort; evaluate progress and efficiency; determine the need for continuation or redirection of programs or parts thereof.
  • Maintains close liaison with top-level program, policy, and budgeting officials in the Agency, the Office of the Secretary, and other Federal agencies as necessary to provide advice and counsel on program areas under this official’s cognizance.
  • Reviews and approves substantial or controversial changes in plans and specifications for Fleet programs.

The ideal candidate possesses professional knowledge of principles, concepts, research sources, methodology, and techniques sufficient to provide expert advice, interpretation, and guidance on merchant ships and maritime rules and regulations. Has supervisory experience with demonstrated skills and abilities to lead as well as program management and contract oversight experience.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework.  The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
  • DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include AT LEAST 2 OR MORE OF THE FOLLOWING:

  • Experience coordinating the development and execution of critical fleet management programs.
  • Experience liaising with top-level program, policy, budgeting officials, and other Federal agencies.
  • Experience reviewing and approving substantial or controversial changes in plans and specifications for vessel repair, maintenance, or operation contracts.
  • Experience implementing management improvements (e.g., cost reductions, creating efficiencies).  

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Supervisory – monitors and distributes work amongst a staff.
