As a Supervisory Human Resources Specialist, you will:

  • Provide direction and guidance on position management and position classification. Develop innovative techniques to meet the specific needs of a diversified organization.
  • Serve as Supervisory Human Resources Specialist providing expert advice and guidance on staffing, recruitment, selection, placement, retention, merit promotion, student employment programs, and affirmative action/FEORP. Provides management advisory services on these programs and mobilizes and coordinates specialized techniques and resources to stimulate sound management planning.
  • Provide management advisory services to executives, senior managers, supervisors and employees on Human Resources programs. Ensures that information provided is technically sound and accurately provided and that it represents the policies of the Department and FTA. With expert knowledge of regulations, develops positive and innovative programs that serve the interests of a diversified organization.
  • Responsible for overseeing the work of Human Resource Specialists engaged in Classification and Recruitment.
  • Personally, conduct recruitment and other staffing activities when necessary to manage workflow and ensure accuracy of difficult actions.

The ideal candidate is one who possesses a strong background in Staffing and Classification; who can manage a heavy and dynamic workload; who is able to quickly adjust to changing priorities; and who can think outside the box to resolve issues and facilitate process improvements.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • GOVERNMENT TRAVEL CARD: Travel will vary by position. If the position requires travel, a government contractor-issued travel card will be issued and must be retained for official business only.
  • DRUG TESTING: Tentatively selected candidates are required to undergo urinalysis in accordance with DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace", which includes testing for marijuana. Marijuana is legal in some states, however it’s still illegal at the federal level. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
  • PCS/RELOCATION/RECRUITMENT:  Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
  • PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed).
  • SUPERVISORY PROBATIONARY PERIOD: New supervisors must complete a 1-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience interpreting and applying laws, regulations, principles and practices in the following human resources program management areas: recruitment, staffing, and classification. 
  • Experience providing solutions to staffing, recruitment, and human resources management problems or issues.
  • Experience leading projects, mentoring employees or related experience leading a group of employees.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.
  • Managing Human Resources - Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
  • Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

The agency has the option of extending a term appointment up to the 4-year limit.
