Duties

Help
  • Analyzing HI programs, operations, systems, processes, policies, and guidance in support of FEIO contracting.
  • Developing business requirements, timeframes, and priorities for development of web-based systems that support Healthcare and Insurance programs, as well as coordinating the testing, deployment, and enhancement of those systems.
  • Providing advice and guidance for projects and initiatives in support of HI programs, which may require extensive coordination with stakeholders within HI, OPM, other Federal agencies, insurance providers, and the public.
  • Developing written policies, guidance, and instructions related to HI programs.
  • Developing and documenting business and administrative processes and requirements, delineating and managing complex data analysis, collection, projects, and timelines.

Qualifications

For the GS-12 Grade Level: You must have one year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the private or public sector) performing the following:

  1. Evaluate the effectiveness of processes and procedures used to manage the work of the office, diagnose problems, and design new procedures and report processes as needed.
  2. Perform research for Senior Level staff of a confidential or time sensitive nature and obtains precise information needed for the completion of projects.
  3. Serve as coordinator to ensure that the efforts of the different offices are consistent in content and format, timely, and responsive to requirements.

For the GS-13 Grade Level: You must have one year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the private or public sector) performing the following:
  1. develop systems, processes, and policies to support the management and administration of health insurance benefit programs;
  2. identify project goals and articulating those to members of a cross-functional team;
  3. prioritize and organize the work of a team, tracking progress, and developing proposed solutions;
  4. research, analyze, and make recommendations to management and leadership concerning issues affecting health insurance programs.
