Duties

Help

  • Manages the FOIA/PA/CL Programs for HQ USSTRATCOM and USSTRATCOM Components. Incumbent is the principal advisor to the Commander.
  • Directs the Command Freedom of Information Act (FOIA) Program. Receives, examines, processes and responds to requests for nuclear, space, cyberspace, intelligence, surveillance and reconnaissance records, counterintelligence records, internal and external regulations, and other USSTRATCOM records or information citing the FOIA from the general public, mandatory declassification review requests, media requests, and reverse FOIA requests, in which a party that submitted information to a federal agency seeks to prevent the agency from disclosing the information to a third party where the release of information carries the potential to significantly impact an entire segment of private industry.
  • Services as a Senior Paralegal. Provides thorough, well-reasoned, and ready-for-signature information law related legal reviews to the Senior Attorney Advisor, ensuring timely and complete responses to requests for legal opinions.
  • Directs the Command Privacy Act (PA) program. Serves as the primary point of contact for all PA and personally identifiable information (PII) breaches within USSTRATCOM. Directs the Command Civil Liberties (CL) program. Interprets Federal laws and DoD policy for implementing command compliance with Public Law 110-53, the 9/11 Commissions Act, and DoD Directive 1000.11, Civil Liberties.
  • Collaborates with DoD, Joint Staff, Services and contactors in use and maintenance of IT tools supporting USSTRATCOM FOIA/PA programs. Routinely represents USSTRATCOM in a professional manner at DoD, Joint Staff, Services, and contractor meetings relating to IT tools used for managing information as it relates to the collection, marking, protection and proper disposition of PII material and releasability to FOIA/PA requestors.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of the FOIA (including legal interpretation and decisions), Privacy Act Laws, Civil Liberty Laws, and other pertinent laws, Executive Orders, and precedents pertaining to information disclosures, security, and protection of information. Expert knowledge of the interaction between the Privacy Act and FOIA programs and laws to ensure personnel are trained appropriately. Ability to effectively lead and operate in a Headquarters staff environment with numerous urgent requests from various agencies, and staff for papers, briefings and evaluations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. In-depth knowledge of FOIA/PA/CL operations, processes, and the skill in the application of public laws, DoD, Joint Staff, and AF FOIA/PA regulatory requirements, principles, concepts, and methodologies. The ability to understand complex relationships within various legal disciplines.

2. Knowledge of rules, procedures, policies, and programs of the Office of the Staff Judge Advocate/Legal Counsel to perform the paralegal and administrative work of the organization.

3. Knowledge of legal principles and concepts to interpret and apply directives, precedents, and practices in general legal areas applicable to international law, administrative law, civil law, and military justice.

4. Skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and cost of program operations. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.

5. Skill in conducting interviews with supervisors and employees to obtain information about FOIA/PA/CL requests for information to determine release/denial actions. Ability to communicate effectively, both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relations.

6. Ability to lead, manage, direct work operations and communicate effectively orally and in writing. Ability to access, locate and manipulate information and data through the use of a computer and software programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Dmg Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
