Specific duties include:
GS-13/14

  • Serves as an expert analyst in developing communication and products to improve engagement across diverse stakeholder communities. Provides leadership with advice and assistance in writing and developing communication materials to ensure coordination and communication throughout VBA. Conducts research and assessment of assigned topics and issues related to VBA equity; makes comprehensive, accurate, clear, and comprehensible documents and emails. Write white papers (options papers, position papers, etc.), and responds, in writing, to internal and external stakeholder inquiries in a comprehensive, accurate, clear, and comprehensible manner, while adhering to accepted standards of formatting and style, spelling, grammar, punctuation, etc. Advises leadership on the national or local impact of changes in process, protocol, or legal statutes, which may impact OEAs functions. Collaborates with VBA LoBs and/or program offices to ensure equity and access are embedded in workload management, personnel training, operational policy and procedures, and other activities that facilitate the delivery of benefits to Veterans, their dependents, and their beneficiaries. Conducts and oversees committees, council, workgroups, task forces, special projects and studies, and integrated project teams. Leads groups in creating and managing appropriate metrics and measures, analyzes and reports progress pertaining to organization development activities and equity initiatives. Makes oral presentations and develops briefing materials for intended audiences. Employs change management principles and practices to ensure VBA equity policy integration and strategic alignment.
  • Works with various VBA business lines and program offices reviewing and making updates to statutes, regulations, prescribed forms, and agency guidance, such as Policy Letters or M21-1 Adjudication Procedures Manual. Implements equity related efforts related to regulatory changes and VA/VBA initiatives related to procedures, training, and system updates. Develops research in support of policies, procedures and criteria related to equity in the VA disability compensation, pension, and other benefits and services. Develops supporting documents and statements related to equity program initiatives/goals, policies, priorities, and plans. Reviews historical and current internal and external and information such as press releases, media, cabinet reports, etc, related to disparity in VBA benefits and formulates evidence-based policy research and recommendations. Develops and implements strategies to fully integrate and sustain I*DEA culture into VBA's delivery of service and benefits to Veterans. Develops operational and reporting initiatives, standard operating procedures, processes, and policies; manages the implementation of new systems, processes, and protocols; leads procedural or policy changes to improve operations policies.
  • Develops and provides VBA employees with the resources needed to successfully fulfill the VA mission. Determines training needs of employees as it relates to equity in VBA benefits process. Assesses, develops, and delivers equity specific training and education in conjunction with business lines and HCS. Supports the effective implementation and application of equity initiatives. Leads equity education efforts and builds both annual strategies and detailed project plans to train and develop the workforce on equity principles. Defines and applies metrics to evaluate equity training and program effectiveness. Leads the development and delivery of equity communication and education messaging, key talking points, and tools and products for equity initiatives. Analyzes training evaluation reports and program statistical data to make recommendations on performance trends and anticipated training needs for improving training programs and organizational effectiveness.
  • Manages, controls, coordinates, and executes of projects. Ensures initiatives and other collaborative engagements are carried out effectively. Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization. Develops implementation plans for activation of associated projects, assuring logistical and cost-benefits issues are fully addressed. Identifies and mitigates risks to mission success. Delivers products and services on-time and on-budget.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/03/2024.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.

  • For a GS-13 position you must have served 52 weeks at the GS-12 level.
  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:
Specialized Experience: Applicants must have one year of specialized experience equivalent to the next lower grade of GS-12 in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as experience in the following areas:
  • Demonstrated experience in establishing and maintain effective communication (oral and written) across all organization levels within VA.
  • Demonstrated experience in the development, examination, research, and analysis of Veterans benefits programs and initiatives to include the identification of policy, procedural guidance, and training to ensure effective program oversight and compliance to increase service delivery.
GS-14 Grade Level:
Specialized Experience:
Applicants must have one year of specialized experience equivalent to the next lower grade of GS-13 level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as experience in the following areas:
  • Demonstrated experience in establishing and maintaining effective communication (oral and written) across all organization levels within VA.
  • Demonstrated experience in the development, examination, research, and analysis of Veterans benefits programs and initiatives to include the identification of policy, procedural guidance, and training to ensure effective program oversight and compliance to increase service delivery.
  • Demonstrated ability to assess, analyze, acquire, and administer human, financial, material, and information resources in a manner that instills public trust and accomplishes the organization's mission.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
