Summary

As a Program Specialist you will work in a highly technical and administrative support environment that requires serving as the Contracting Officer Technical Representative, Travel Coordinator, COOP, and Emergency Preparedness Coordinator with administrative responsibilities such as Personal Identity Verification (PIV) Sponsor, time keeping duties, processing mail, and escorting personnel in support of the Agency's mission.

Duties

Help
  • Serve as Contracting Officer Technical (COR) Representative to direct various contract administration functions.
  • Review Performance Work Statements to ensure required information is contained in the statement.
  • Conduct market research to develop Independent Government Cost Estimates.
  • Serve as administrative officer for Government Travel Program.
  • Provide training for travel program cardholders on regulations that govern travel card program.
  • Provide guidance to management on developing program objectives related to training and travel program for managers and employees.
  • Provide training for personnel on the regulations and processes of government travel.
  • Serve as a timekeeper for multiple personnel and provide guidance on timekeeping issues.
  • Serve as a sponsor for employees to acquire and update their PIV badge.

Qualifications

Specialized Experience:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS9) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Serving as an administrator of a government travel program; (2) Serving as a timekeeper of a government timekeeping system. (3) Serves as a sponsor for employees to obtain their identification badge such as CAC card or PIV badge; 4) Drafting newsletters and/or reports for senior leaders on available and recommended strategies for process improvement.

Or applicants may substitute education for the experience required to qualify at the GS11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or a LL.M.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
