U.S. citizens, nationals or those who owe allegiance to the U.S., and excepted service employees and those who meet the five Executive Core Qualifications (ECQs). This position is also open to PHS Commissioned Corps (CC) Officers. CC Officers interested in applying for this position to serve in the SES must resign their commission, if selected. CC Officers interested in performing the duties of the position within the Commissioned Corps; can continue to serve as PHS Commissioned Corps Officer.
As the Chief Medical Officer, the incumbent provides executive leadership for issues regarding clinical quality, clinical policy, and evidence-based decision-making across HRSA programs and target populations. Provides direction to expand access to high-quality primary care services across underserved areas by identifying gaps in service delivery and implementing targeted programs to recruit, train, and retain primary healthcare professionals. Provides executive level leadership to ensure programs aimed at enhancing the skills and competencies of the primary care workforce address the evolving healthcare needs of the population, including the integration of innovative care models.
This role includes:
Representing HRSA to external organizations seeking advice on the inclusion of certain clinical, policy and quality issues within HRSA programs. The incumbent reviews the clinical and public health implications of policies and procedures, providing advice to the Administrator and senior bureau leadership on their impact on HRSA programs.
Keeping abreast of the rapidly changing priorities in health care delivery and provides expert medical advice in the development of clinical and public health policies that incorporates the programmatic and legislative requirements of HRSA programs.
Evaluating proposed legislation and regulations that address clinical and public health issues for HRSA populations, identifying opportunities to develop new or revised legislative proposals.
Providing executive leadership and direction for the development and implementation of HRSA programs, delivering high quality, comprehensive public health programming. This involves identifying and developing an extensive range of activities to improve the unique health and social needs of HRSA populations.
Directing efforts to identify programmatic and policy approaches to emerging issues that affect the health and well-being challenges facing HRSA populations, including collaborating with federal agencies on joint efforts to prioritize HRSA issues.
Providing expertise on the latest public health and clinical care advancements to guide national leadership, planning, policy formulation, and oversight of national health programs.
Acting as the senior clinician between HRSA headquarters and its regional offices, ensuring consistent and collaborative communication, processes, and accountability in the delivery of health care and public health services.
Maintaining awareness of the Administrator's goals and strategically anticipating potential issues or sensitive matters.
Providing executive direction to senior staff in setting long-range clinical and public health program goals and objectives.
Engaging in various speaking engagements, representing HRSA programs to diverse audiences, including professional and lay groups, state and local agencies, and national organizations.
Participating in meetings with top agency officials and representatives from other government offices, constituent groups, etc., to discuss and clarify policies, plans, and programs related to clinical activities.
Potentially providing briefings to Congressional staff and serving as a witness in testimony before Congressional committees.

Qualifications

BASIC REQUIREMENTS:
Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
NOTE: You must provide a copy of your Doctor of Medicine transcripts (unofficial), foreign equivalency, or ECFMG results with your application to document that you have met the education requirement. Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
In addition to the Basic Requirements above, you must have 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.
Board Certification: Must have a current/active board certification or be board eligible by the American Board of Medical Specialties (A.B.M.S) in at least one of the following primary care disciplines:
Family Medicine
General Medicine
Internal Medicine
Preventive Medicine

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following must be evident in your resume.
Demonstrated expertise in leading major changes within a health care focused organization, including the development of new programs, management practices or operational methods.
Demonstrated knowledge of health care issues relating to HRSA's mission, such as primary care, maternal health, cultural competence in care delivery, and how to reach and serve underserved populations.
Demonstrated knowledge of federal budgeting, program management and the legislative process.
Demonstrated experience in communicating effectively on complex issues with senior management and senior representatives from Congress, other Federal, State and local agencies, and stakeholders.
Demonstrated experience in establishing and maintaining strong collaborative relationships within the private sector, educational institutions, local and state governments, in addition to other federal agencies. This involves working together to establish and meet objectives for a national program.
