Summary

This position serves as a primary advisor to the Director of the DCSA. Incumbent supervises and guides administrative personnel in the DCSA front office, but without dedicated staff supporting the Executive Officer position. Incumbent will be expected to draft and edit correspondence from the Director; coordinate activities with the protocol office; collaborate with executives and staff officers to prepare and accompany the Director for engagements, and manage action items to completion.

Help

As the EXECUTIVE OFFICER TO THE DIRECTOR you will be responsible for the following duties:

  • Serves as Executive Officer to the DCSA Director, using knowledge of DCSA missions and programs to ensure the Director's strategic objectives, goals, and intent for DCSA's organizational climate and priorities are conveyed to DCSA Program Managers and Headquarters Staff
  • Attends internal and external meetings with the Director and collaborates with senior leaders and staff officers across the enterprise to address action items emanating from those meetings to ensure common understanding of substantive requirements and suspense dates.
  • Represents and advocates for the DCSA in various enterprise forums in order to bring the operational perspective to development and coordination of various policies, interagency resource sharing agreements.
  • Identifies systemic difficulties and coordinates cross-agency activities to develop solutions and new programs, products and services; implements new procedures and local policies to drive compliance, efficiency, effectiveness.
  • Coordinates across all functional areas in the development of products and materials for use by Agency personnel or the general public.
  • Reviews and evaluates work products from DCSA organizational elements that respond to the Director, DCSA tasking requirements; ensures products contain cogent and complete responses to the tasking.
  • Oversees administrative workflow and products assigned to the immediate Office of the DCSA Director.

  • A bachelor's degree or equivalent experience is highly desired for this position; a master's degree is preferred.
  • The position may require frequent temporary duty travel (TDY) and/or local travel.
  • The work is predominately sedentary with no unusual physical requirements. The work is performed in an office setting, with some walking, bending, and carrying of files required.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-14 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this GG-15 position includes:

  1. Directly supporting senior leadership to ensure the strategic objectives, goals, and priorities are conveyed to subordinate elements. Compiling a wide range of inputs into cogent, complete programs and responses that are in consonance with the agency goals and priorities.
  2. Preparing senior executives for engagements, supporting the engagement, capturing action items, and developing suspense's to ensure items are completed by agreed upon timelines.
  3. Reviewing responses to ensure quality and completeness and producing final product for the Director's approval.
  4. Leading numerous high priority special projects of critical importance to executive leadership producing substantial, detailed research and provides recommendations that involve unprecedented solutions to intransigent problems.

Specifically you will be evaluated on the following competencies:

2. Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.

3. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/ effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders.

4. Communication - Communicate orally and in writing.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
