You will serve as a Program Manager, responsible for the planning, organization, execution, and coordination of assigned acquisition program(s), in accordance with approved charters and applicable policies and procedures.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: 

  • Developing, managing, and documenting short and long-range, acquisition planning activities that include multi-year work plans.
  • Planning and initiating a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance.
  • Coordinating meetings with internal staff and representatives from staff agencies and industry to determine program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs.
  • Directing managing, and coordinating a variety of analytical studies, evaluative studies, and projects involving complex systems, to ensure achievement of desired objectives related to the management and continuing improvement of the programs, policies, and procedures.
  • Acting as COR for programmatic support contracts and consulting studies preparing and/or reviewing acquisition materials, including but not limited to statements of work (SOWs), cost estimates and other documentation.
  • Monitoring contracts for compliance with quality control procedures and regulations and policies and providing support to and evaluating contractor engineering processes.

Qualifications

To be considered at the GS-14 level, applicant must have one year of specialized experience equivalent to at least the GS-13 grade level in the federal service. Examples of specialized experience include:

  • Managing programs with exposure to planning, programming and budgeting including expertise in business and management acumen.
  • Speaking and writing skills to communicate effectively with top agency officials and Congress.
  • Reporting tools and other resources to report project status and progress, related to issues and timely and critical concerns.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a temporary/term appointment not to exceed 4 years.  However, an extension is possible up to 4 years.

Serving as a Contracting Officer's Representative (COR) for various contracting efforts.

Must obtain and maintain the DHS Acquisition Program Management Level III certification.

Must obtain and maintain the Federal Acquisition Contracting Certification FAC-C Level III.

  5. Knowledge of detailed resource requirements to present policy options and recommendations used by top management and where proposals involve substantial resources, extensive changes in established procedures, or in the phasing of projects in and out.
  6. Skill to implement recommendations where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.
