Duties

Help

The incumbent is responsible for formulating the strategic management and integration of Army intelligence Information Management/Information Technology (IM/IT) systems with Joint, National, and Intelligence Community (IC) intelligence IM/IT systems. The incumbent focuses on long-range strategies and new trends in technology development to provide accurate and timely support to Army operations. The incumbent directs the development and implementation of innovative and streamlined organizational structure and workforce to ensure secure intelligence IM/IT and communications are available to the Army. The incumbent provides oversight and guidance to a highly creative staff that is technically and operationally adept and forward thinking. The incumbent works directly with Senior Intelligence Professionals on the Army and Joint Staff, Combatant Commands, other military services, DoD, the IC, federal agencies, and academia. The incumbent leads or oversees (GO)/Senior Executive Service/Defense Intelligence Senior' Executive Service (SES/DISES) level assessment groups to shape future Army IM/IT requirements for Intelligence, Surveillance, and Reconnaissance (ISR), and ensures validated requirements are linked with how the Army's current force and Future Forces will fight at the tactical and operational levels. Leading Army, Joint and inter-service working groups, the incumbent addresses IM/IT for ISR issues and designs future requirements and solution sets with the IC.

You must be a U.S. citizen to qualify for this position. You must sign a mobility agreement. You must be able to submit and pass designated and/or Random Drug Testing as required. You must be able to obtain/maintain a Top Secret/SCI clearance. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • One year trial/probationary period may be required. You will serve a one-year probationary period unless you have previously completed the probationary period in the DISES.
  • Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter.
  • The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations.
  • Direct Deposit of Pay is Required.
  • Veteran's Preference is not applicable to Defense Intelligence Senior Executive Service positions.
Mobility: The U.S. Army senior leadership considers mobility to be an integral part of employment as a DISES/DISL member. Incumbent must be able to travel (both CONUS and OCONUS) related to the duties of this position and required to sign a mobility agreement for this position.
Re-Employment of Annuitants: In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or re-determined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(l) or 8414(b)(l)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
Political Recommendations: The Army is barred by 5 USC 3303 from accepting or considering political recommendations regarding appointment or any other personnel action; any violation of the bar on recommendations is a prohibited personnel action. The Army is obligated to take appropriate adverse action against employees who solicit, or Army officials who consider prohibited political recommendations.

Qualifications

The Executive Core Qualifications (ECQs), Technical Qualification (TQ), and Intelligence Community Senior Officer Core Qualification Standard (IC SOCQs). EXECUTIVE CORE QUALIFICATIONS (MECQS) - Mandatory: Applicants must submit written statements (narrative format) describing accomplishments in the MECQs. All MECQs must be addressed separately. Failure to do so will result in an 'ineligible' rating. Each accomplishment must be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total MECQ write-up should not exceed 10 pages using 12pt, Arial or Times NewRoman with 1-inch margins.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATION - Mandatory:TQ1: Knowledge of and experience with information technology and emergent trends, information management concepts and policies, to include Cloud computing, and Analytics and Data Management within the Army, or DoD, or Intelligence Community. Knowledge of and experience in implementing the Risk Management Framework (RMF) for IT and the technology supporting RMF. General understanding of the Assessment and Authorization process for Army JWICS or similar construct. Understanding of JWICS transport, transport convergence, network convergence, applications and broad technical understanding of the Mission Command Network.
TQ2: Broad experience in developing or implementing policy, strategies, and conducting governance and oversight of information management and information technology including cloud service provider management, portfolio management, cybersecurity, architecture, and program management.

INTELLIGENCE COMMUNITY SENIOR OFFICER CORE QUALIFICATION STANDARD - Mandatory: Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) - Leading the Intelligence Enterprise: Required for all senior executive positions effective 1 October 2010. This SOCQ involves the ability to integrate resources, information, interests, and activities effectively in support of the IC's mission and to lead and leverage cross organizational collaborative networks to achieve significant mission results.

(1) Collaboration and Integration: IC Senior Officers have a responsibility to share information and knowledge to achieve results, in that regard are expected to build effective networks and alliances; actively engage these peers and stakeholders; involve them in key decision; and effectively leverage these networks to achieve significant results. Senior officers are expected to create an environment that promotes employee engagement, collaboration, integration, information and knowledge sharing, and the candid, open exchange of diverse points of view.
a. Build, leverage, and lead collaborative networks with key peers and stakeholders across the IC and/or other government/private-sector organizations, or professional/technical disciplines to achieve significant joint/multi-agency mission outcomes.
b. Integrate joint/multi-agency activities effectively exercising collaborative plans that realize mutual IC, joint, or multi-organizational goals.
(2) Enterprise Focus: IC Senior officers are expected to demonstrate a deep understanding of how the missions, structures, leaders, and cultures of the various IC components interact and connect; synthesize resources, information and other inputs to effectively integrate and align component, IC, and the United States Government interests and activities to achieve IC-wide, national, and international priorities. Senior officers are expected to encourage and support Joint Duty assignments and developmental experiences that develop and reinforce enterprise focus among their subordinates.
a. Understand the roles, missions, capabilities, and organizational and political realities of the intelligence enterprise; apply that understanding to drive joint, interagency, or multi-organizational mission accomplishment.
b. Understand how organizations, resources, information, and processes within the IC interagency/multi-organizational environment interact with and influence one another; apply that understanding to solve complex interagency or multi-organizational problems.
(3) Values-Centered Leadership: IC Senior officers are expected to personally embody, advance and reinforce IC core values. Senior officers are expected to demonstrate and promote departmental and/or component values.
a. A Commitment to selfless service and excellence in support of the IC's mission, as well as to preserving, protecting, and defending the Nation's laws and liberties.
b. The Integrity and Courage(moral, intellectual, and physical) to seek and speak the truth, to innovate, and to change things for the better, regardless of personal or professional risk.
c. Collaboration as members of a single IC-wide team, respecting and leveraging the diversity of all members of the IC, their background, their sources and methods, and their points of view.
d. Promote, reinforce, and reward IC, departmental/component core values in the workforce and ensure that actions, policies, and practices are aligned with, and embody those values.
e. Ensure that organizational strategies, policies, procedures, and actions give appropriate focus, attention, and commitment to diversity of people, points of view, ideas, and insights.

Moving Expenses
: Permanent Change of Station costs may be authorized. Department of Defense National Relocation Program services will be authorized for current Federal employees in accordance with applicable regulations.

Drug Testing: This is a Testing Designated Position (TDP). The incumbent must successfully pass a urinalysis test before entering this position and reasonably thereafter. Condition of Employment: Selectee will be required to sign a Condition of Employment form prior to entry into this DISL position.
