THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the MUSEUM CURATOR, GS-1015-12, is to maintain historical material culture pertaining to the State; to facilitate the education of soldiers, Army civilians and the public through education, exhibitions, and public programs in cooperation with the State Historian; to develop and maintain professional networks through membership and participation in professional organizations; to serve as a liaison with appropriate state offices and with allied professionals at the Federal, state, and local levels. This position is non-supervisory.

  • Participates in public programming, including informative tours of the state's NG museum or exhibits for members of the public and distinguished visitors to the state JFHQ, RTI or other high traffic area. In coordination with appropriate agencies, assists in development and implementation of school curriculum for secondary and elementary schools in the community. Answers telephonic and written inquiries providing technical and general information upon request to military agencies, clubs, teachers, researchers, students, and other interested individuals.
  • Leads development of museum exhibits. This includes developing original plans/exhibit scripts and/ or collaborating with exhibit designers on final designs for exhibits, including research necessary for preparation of exhibits and determining gallery space required; planning, developing and producing exhibits; restoration and preparation of items to be exhibited; ensures that the exhibit is accessible and concurs with the mission statement of the museum. Ensures the exhibit area is maintained.
  • Plans the state, territory, or district-level educational and interpretive programs which are presented to interpret objects - example would be an analysis of the evolution of how the National Guard (NG) is committed during crises. Performs a limited amount of direct teaching and lectures to promote awareness of state NG history. Responsible for the educational programs of the NG museum, including implementation of formal NG heritage instruction to all Soldiers and civilians. Coordinates with other National Guard Bureau (NGB) programs within the State such as Youth Challenge Program and the DoD Star Base program to facilitate additional educational programming at the museum.
  • Responsible for analyzing the collection to identify collecting areas, developing and implementing the long range plan for the collection in accordance with the state's ARNG museum mission statement. Responsible for building the collection by coordinating with staff and leadership to identify and secure items of historical interest or relevance used in current/recent operations. Responsible for the development for NG standard operating procedures as directed by the Chief of Staff and for developing core museum documents in accordance with AR 870-20Monitors environmental conditions and serves as the authoritative expert to the command on the required and appropriate care of historical property and ensures the security of the collection. Serves as authoritative advisor to USPFO and logistical leaders on historical property matters.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

MUSEUM CURATOR, GS-1015-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: performing highly creative or outstanding research that has led or can lead to major advances in a specific area of research, to a major advance in the discipline or field of science involved, or to major advances in science in general, can be rated under this provision for highly demanding research positions requiring similar abilities; Experience in planning, administering and managing state museum, exhibits, or historical collection in accordance with state policy; Experience in the development of museum exhibits, plans the state, territory, or district-level educational and interpretive programs which are presented to interpret objects, and experience in public programming, including informative tours of the museum or exhibits.

Education

A degree in museum work; or in an applicable subject-matter field or Combination of education and experience - courses equivalent to a major, as shown above, plus appropriate experience or additional education or Four years of experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study as shown above.

Substitution of Education for Specialized Experience:A Ph.D. or equivalent doctoral degree that demonstrates the knowledge, skills and abilities necessary to do the work required.
