  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Serve as Mission Directorate Representative working with the Agency Office of Chief Information Officer (OCIO) on issues of IT governance, Digital Transformation, Records Management, and Data Management.
  • Coordinate IT requirements with Aeronautics Research Mission Directorate (ARMD) and its partners related to Mission Directorate programs and projects.
  • Oversee ARMD IT operations including Records Management, Data Management, IT Asset Management, management of business applications including the ARMD SharePoint applications, and addressing complex/unique customer needs.
  • Manage the development/execution of an IT budget; review/approve requests to purchase IT equipment, monitor expenditures for NASA-provided IT support, monitor/approve funding for internal business application requirements, development, and support.
  • Coordinate with ARMD Cyber Team and Programs regarding adherence with Federal/agency-specific IT security requirements and policies.
  • Serve as a subject matter expert and advisor to senior Mission Directorate leadership regarding IT matters.
  • Develop recommendations and strategies related to IT for the Mission Directorate.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Coordinating large Information Technology (IT) systems for a program or project;
  • Participating in organizational resource management activities related to multidisciplinary systems;
  • Providing technical guidance in the areas of IT, information systems, or information management systems.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
  • Managing the coordination of large IT systems for a program or project;
  • Managing organizational resources related to multidisciplinary systems;
  • Advising leadership in IT, information systems, or information management systems.
AND
IF you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
