Duties

Help

1. Provides extensive environmental sciences expertise to support assigned environmental projects through application of professional knowledge and skill in scientific practices, processes, and techniques (see Environmental Program Checklist).
2. Responsible for executing assigned projects, in-house and by contract, to comply with all applicable Federal, state, and local environmental laws and policies.
3. Coordinates curricula and training for assigned program areas at the installation. Supports quality improvement and promotes the environmental awareness program.
4. Provides advisory services on problems, issues and projects in assigned program areas (see Environmental Program Checklist).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience includes that I have a combination of education and experience - education is equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education and specialized experience must include using environmental physical science practices, processes, and/or techniques; following health, safety, and/or environmental rules; or serving as the focal point for assigned environmental contracted projects. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.

This vital position performs functions in support of the Hazardous Material Program IAW 40 CFR 350-372 and AFMAN 32-7002. Responsibilities include regular and frequent inspections of permitted facilities, preparation of annual EPCRA reports, customer service & oversight of basewide hazardous material tracking database, assistance with annual reconcilliations, and oversight of contractor support operations. The successful candidate should have experience with hazardous material management, be familiar with database management specifically EESOH-MIS, and possess strong customer service expertise.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of environmental physical science principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services in assigned projects (see Environmental Program Checklist).
2. Knowledge to troubleshoot environmental problems requiring investigation of unsanitary or questionable conditions in assigned projects (see Environmental Program Checklist).
3. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices.
4. Ability to establish effective working relationships with others.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
