Summary

Duties

Help

As the Deputy Chief Financial Officer, you will be part of the Office of the Chief Financial Officer (OCFO). If selected, you will be responsible for:

  • Serving as the primary advisor to the CFO, increasing office value and providing leadership and management on all matters relating to financial management (including budgeting and accounting), financial systems development and operations, strategic planning, performance measurement, internal controls, risk management and increasing office value.
  • Ensuring that OCFO initiatives adhere to financial management objectives, policies, and deadlines established by OPM, as well as those from external sources such as Congress, OMB, GAO, and Department of the Treasury.
  • Promoting the assessment, development, implementation, maintenance and evaluation of internal controls, the provision of information from larger data sets, and financial policy which are consistent with Agency policy, goals and objectives and conform to existing laws, regulations, and Generally Accepted Accounting Principles.
  • Reviewing the consolidated financial statements and works with the Inspector General and others to improve the Office's ability to capture, record, and report financial and other information efficiently.
  • Providing leadership for the development of useful financial and program performance standards, measures, and workload indicators for inclusion in financial systems, reports, and statements and in other management information systems.
  • Reviewing current and proposed processes to assure high quality and useful information for management decision-making.

  • This is not a remote position, selectee will be required to report to the duty station on a regular basis. Telework may be authorized.

Qualifications

APPLICANTS MUST MEET THE FOLLOWING BASIC REQUIREMENT, EXECUTIVE CORE QUALIFICATIONS, AND TECHNICAL QUALIFICATIONS TO MEET MINIMUM QUALIFICATIONS.

To meet the basic requirement, applicants must meet one of the following and provide documentation to support the claim.

  • A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
  • B. Combination of education and experience -- with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
    • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and four Technical Qualifications (TQs), listed below.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATIONS (TQs):
  • Demonstrated ability and experience in accounting, budget execution, financial and management analysis, and systems development, and not less than 6 years practical experience in financial management at large governmental entities in accordance with CFO Act, section 903 of title 31, United States Code.
  • Demonstrated practical experience in the budget formulating and executing a comprehensive budget based on an organization's strategic plans: implementing, integrating, and/or managing a complex financial management operation which includes the following: payroll,
    financial systems, treasury government-wide financial reporting, account receivables and account payables (or equivalent), debt management, shared services, and compliance audits.
  • Knowledge of and ability to develop and maintain an integrated agency accounting and financial management system, including internal and external financial reporting and internal controls.
  • Project management experience implementing large scale financial initiatives and/or projects.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.
