This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts. Major duties include, but are not limited to the following:

  • Independently or jointly with other components of the organizational entity, conducts analytical studies that are of special interest related to functional activities and/or programs. Plans and/or directs special projects to identify operational problems, evaluate alternative solutions and recommend appropriate action(s).
  • Applies a wide range of qualitative and/or quantitative methods to assess and improve the effectiveness and management of assigned programs, processes, projects and systems. Reviews specific goals and objectives; monitors the sequence and timing of Regional and/or field organization milestones and evaluates overall program accomplishments and significant contributions in terms of meeting regional goals. Provides input and recommendations regarding projected operations, significant trends, recurring problems and similar management level concerns to organizations(s) impacted. Evaluates new or modified legislation, proposed regulations or agency guidance for projected impact upon the organization's programs, services and resources. Coordinates with other program areas and offices to determine the impact of these changes.
  • Independently or in coordination with other regional or Central Office personnel, develops or modifies assigned program guidelines, policies and long-range plans which apply to employees and/or operations throughout the Region. Analyzes and develops statistical data to improve the efficiency and effectiveness of operating programs, or internal support operations that facilitate the operating programs.
  • Based on conditions or factors that relate to the program, incumbent determines what information is required and collects information from a variety of sources. Reviews information, reconciles conflicting data, and devises new or modified methods to analyze findings. Develops recommendations and proposals. Prepares and/or conducts briefings for higher level management to explain analysis of the subject matter involved, as well as provide recommendations or action plans, and provide guidance and/or direction for implementation.

The GS-12 salary range starts at $86,962 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is applying analytical and evaluative techniques to identify, research, and propose recommendations, solutions, or improvements to the management of an organization. Specialized experience at this level involve:

  • Responsibility for portions of complex studies or projects
  • Gaining acceptance and compliance of policies and procedures associated with the small business-related problems
  • Analyzing qualitative and quantitative data in order to provide strategies, plans, or solutions for uniform policies, procedures and programs
  • Preparing project papers, reports, and briefing papers
  • Presentations to key management officials to encourage understanding and acceptance of findings and recommendations on complex issues

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities. Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of the mission, functions and program goals of GSA and the specific Service/organization for assigned areas of responsibility, including a specific knowledge of management principles, methods and techniques required to implement and monitor regional programs and activities.
  • Knowledge of qualitative and quantitative techniques required to analyze the effectiveness and efficiency of assigned programs; ability to identify problem areas, conduct research, select and evaluate technical data and to make decisions or recommendations for action based on consideration of all aspects of a problem.
  • Knowledge of Federal laws and regulations, Executive Orders and agency directives and guidelines pertaining to designated program requirements and GSA compliance provisions, including the ability to assess any potential programs and to formulate recommendations regarding additional studies and alternative actions.
  • Skill in interpersonal relations and written and oral communications required to explain and negotiate the requirements and implementation of regional program initiatives, and to present findings and conduct formal meetings in a concise and professional manner.
