Summary

This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Management and Operations Division (MOD). The incumbent directs the OMB Records Management program, reporting directly to the Assistant Director for the OMB. The AD provides operational and management leadership to ensure agency-wide support and accountability, administering the full range of management and operation programs, including Records Management at levels through OMB.

Duties

Help

As a Records and Information Management Officer, GS-0308-15, your typical work assignments may include the following:

  • The incumbent serves as OMB's a technical expert on agency-wide electronic and non-electronic OMB records management issues.
  • Advises senior leaders, the AD, and the OMB Office of the General Counsel on adequacy of documentation and creation and management of agency records, keeping senior management informed on current and projected operational requirements, issues, legislative, and regulatory matters.
  • Facilitates communications among these offices in matters relating to records/information assets and the management of risks to those assets.
    - Responsible for leading, planning, managing, and implementing OMB's records management program for both core mission and administrative records, regardless of medium or format.
  • Formulates, coordinates and oversees the implementation of and compliance with policy guidance for record keeping in accordance the records management program.
    - Congressional mandates for all electronic and non-electronic records; NARA regulations, standards and guidance, internal policies and appropriate national and international professional records and information management standards.
  • Coordinates with OMB program managers and records liaisons to ensure records creation, maintenance use and disposition are in accordance with this guidance and the Federal Records Act.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:


You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to: 1) Developing and maintaining records management programs and/or initiatives; 2) Developing standard operating procedures for administrative programs; 3) Serving as an adviser on records issues and making recommendations on changes in policy and procedures; AND 4) Safeguarding the security of sensitive agency data against improper disposal and destruction.


Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
