As a Supervisory Product Manager, you will:

  • Provide the Associated Director of Data Products technical guidance on how to utilize Agile product and project management principle in support of the OFR strategic (long-term) and tactical (short-term) objectives.
  • Serve as a technical authority in product management and provides subject matter expertise. Provide authoritative advisory services to senior OFR management and persuades management officials to accept recommendations regarding product development and product enhancements. Build consensus around product requirements and timelines with subject matter experts from the OFR's research and information technology divisions.
  • Manage OFR's portfolio of Data Products and a team of skilled Product Managers that enable the OFR to collaborate and develop novel product offerings to provide insights, related to financial stability in capital markets.
  • Lead the planning, organizing, and execution of the assigned teams work, coordinating with staff and management. Provide guidance and leadership in carrying out strategies and plans to ensure a long-term outlook consistent with customer needs. Develop strategic and tactical plans in support of the OFR Data Center's strategies and objectives.
  • Work directly with product stakeholders to define use cases, functional requirements, etc. that define the functionality, usability, and user interface/customer experience of products. Contribute to OFR's ability to build critical relationships both internally and externally to the office to accomplish strategic and tactical objectives. Develop and enhance complex analytical tools and data for use by OFR stakeholders.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the OR-60 (GS-14 equivalent): An applicant must have one year of specialized experience equivalent to at least the OR- 53 (GS-13 equivalent) in the Federal service. Specialized experience is experience directly related to the position to be filled which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position. Successful experience can be gained in the Federal service or its equivalent in state or local government or private sector organizations.

Specialized experience for this position includes ALL of the following:

  • Experience with digital product management, requirements definition, backlog management, product roadmap development, product lifecycle, and systems engineering lifecycle processes; AND
  • Experience managing cross-functional product teams that combine the efforts of technical (developers, data engineers, economist, data scientist) and non-technical personnel (graphic designers, budget, operations) to deliver digital products; AND
  • Experience building and maintaining multi-level collaborative partnerships. Examples could include relationships with internal and external organizations to ensure the cooperation for competing needs or deadlines; AND
  • Experience in management of cross-functional data products throughout the complete product lifecycle using Agile (Scrum or Kanban) implemented in Jira, Confluence, and Insight

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the OR-60 (GS-14 equivalent, you must have been at the OR- 53 (GS-13 equivalent) level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

This is a remote position. The salary range listed depicts DC locality pay. Salary will be determined upon selection and dependent upon duty location, grade, step, and locality pay of selectee(s).
